PLANNING COMMISSION MINUTES JULY 26, 1979 (continued) <br />Commissioner Jamieson stated he had mixed emotions about this matter and that he <br />would prefer to fill in the City proper before annexing property outside of the <br />City Limits. <br />Chairman Doherty stated it is the intent of the developer to develop lots <br />which are large lots which is considerably less dense than most of the City of <br />Pleasanton and. that this size lot development is needed in the City. He stated it <br />was his opinion that this is a good proposal and that the property owner should have <br />the right to develop. He stated the other alternative was for someone to buy the <br />land to keep as open space. Chairman Doherty stated he was sympathetic with the <br />concerns of the 4-H Clubs and FFA members and with the traffic concerns of those <br />in the area, but he felt that progress should not be stopped and that this application <br />is well within the guidelines of the General Plan. <br />It was moved by Commissioner Getty and seconded by Commissioner tailson that <br />Resolution No. 1776 approving the negative declaration be adopted. <br />ROLL CALL VOTE <br />AYES: <br />NOES: <br />ABSENT: <br />Commissioners Geppert, Getty, Wilson and Chairman Doherty <br />Commissioner Jamieson <br />None <br />It was moved by Commissioner Getty and seconded by Commissioner Geppert that <br />Resolution No. 1777 recommending approval of RZ-79-12, application of Ernest Pestana <br />to prezone a 35 acre site located between the Rose Pointe subdivision and <br />Happy Valley Road immediately westerly of Amber Lane to the R-1-20,000 District be <br />adopted. <br />ROLL CALL VOTE <br />AYES: Commissioners Geppert, <br />NOES: Commissioner Jamieson <br />ABSENT: None <br />Chairman Doherty recessed the meeting at 9:30pm <br />Getty, Wilson and Chairman Doherty <br />Chairman Doherty reconvened the meeting at 9:40pm <br />UP-79-14, McDonald's Corporation <br />Application for a conditional use permit to allow the construction and operation of <br />a drive-through restaurant facility on a 1.6 acre site located at the northeast <br />corner of the intersection of Pimlico Drive and Santa Rita Road. Zoning for the <br />property is C-F (Commercial Freeway) District. A negative declaration of environmental <br />impacts will also be considered. <br />Mr. Harris presented the staff report of July 26, 1979 regarding this matter. He <br />discussed changes to certain conditions of his report having to do with street <br />striping, signalization and a bike path. <br />Commissioner Getty asked what could be done about that portion of Santa Rita Road <br />where there will not be a bike path. Mr. Harris stated that two options were available; <br />require additional paving or to deny the use permit. <br />Commissioner Geppert asked about the increased traffic generated by McDonalds. <br />Mr. Harris stated that McDonald's had advised him that 65-70% of the traffic will be <br />freeway business and that 30-35% will come from Pleasanton.
