PLANNING COMMISSION MINUTES JULY 26, 1979 (continued) <br />It was moved by Commissioner Wilson and seconded by Commissioner Jamieson that <br />Resolution No. 1775 recommending approval of GP-79-12, application of Flying "J", Inc. <br />for an amendment to the Land Use Element of the General Plan to change the land use <br />designation of a 60 acre site located immediately south of Johnson Drive and about <br />700 feet west of Hopyard Road from "General and Limited Industrial" to a combined <br />"Industrial/Commercial and Offices" designation, subject to the condition that the <br />main point of access to the development be via a street extending westward from <br />Hopyard Road south of the Carnation Restaurant property and that this intersection <br />be signalized as part of the first phase of the development be adopted. <br />ROLL CALL VOTE <br />AYES: Commissioners Geppert, Getty, Jamieson, Wilson and <br />Chairman Doherty <br />NOES: None <br />ABSENT: None <br />MATTERS FOR COMMISSION'S REVIEW <br />There were no matters for Commission's review presented at this meeting. <br />COMMUNICATIONS <br />There were no Communications presented at this meeting. <br />TENTATIVE SUBDIVISION MAPS <br />Tract 4166, Frank Auf der Maur <br />Application to subdivide the approximately 66 acre site located on the south side of <br />Stanley Blvd. between the A & R Service Center and the PG&E substation site into <br />8 separate parcels. Zoning for the property is C-S (Commercial Service) District. <br />Mr. Harris presented his report dated July 26, 1979 regarding this matter. <br />Commissioner discussion ensued regarding installation of a traffic signal at this <br />location. Mr. George Allen, William J. Black and Associates, representing the <br />applicant, stated his client had no objections to the conditions established by <br />staff with the exception of installation of a signal light. He wanted assurance <br />that this was needed and would be a permanent installation. Mr. Allen stated that <br />if there is an extension of Pico Avenue then part of the expense of signalization <br />should be borne by the City. He stated that Stanley Boulevard is planned to be <br />widened by the County in the future and it would be difficult to design a traffic <br />signal at this time. He stated he felt a limit of $20,000 should be established for <br />Mr. Auf der Maur's participation in the installation of a traffic signal. Mr. Allen <br />stated that if the entire cost has to be borne by the developer then they should <br />have a reimbursement agreement. Mr. Schaumburg stated this matter would have to be <br />worked out with the County as well as the City. <br />Mr. Frank Auf der Maur, 599, Pico, stated he agreed that a signal is needed but felt <br />he should not have to pay for it entirely if Pico Avenue is extended. <br />It was moved by Commissioner Geppert, seconded by Commissioner Getty that Resolution <br />No. 1778 approving the negative declaration be adopted. <br />ROLL CALL VOTE <br />AYES: Commissioners Geppert, Getty, Jamieson, Wilson and <br />Chairman Doherty <br />NOES: None <br />ABSENT: None <br />-14- <br />........... <br />
