PLANNING COMMISSION MINUTES JULY 26, 1979 (continued) <br />Mr. Harris presented his report of July 26, 1979 regarding this matter. <br />Commissioner Wilson suggested requiring a frontage road to Hopyard Road as a <br />condition. <br />Commissioner Getty asked if the Chamber of Commerce Industrial Committee had any <br />comments regarding this application. Mr. Harris replied they did not. <br />Commissioner Geppert asked if the two-lane road as indicated for Industrial Drive <br />would be widened. Mr. Schaumburg stated it was recommended for a double left <br />turn lane. Commissioner Geppert asked if any thought had been given to putting in <br />a divider. Mr. Schaumburg advised that future plans call for islands. Commissioner <br />Jamieson stated he did not think two left turn lanes would be advantageous. <br />Chairman Doherty declared the public hearing open. <br />Mr. Dale Hornberger, Creegan and D'Angelo, representing Flying "J", Inc. <br />presented plans and reviewed the preliminary development design. He stated it was <br />the intent of his client to build a frontage road. <br />Commissioner Getty asked how many people this development planned to employ. <br />Mr. Hornberger stated approximately 700 employees. Commissioner Getty asked if <br />furniture stores generated more traffic. Mr. Jim Hansen, Traffic Engineer, advised <br />that furniture stores generate low volume traffic. <br />Chairman Doherty asked if the developer would be willing to install a traffic signal <br />at the same time as the frontage road is completed. Mr. Hornberger stated they had <br />discussed the matter of signalization with staff and that they were willing to pay <br />their prorata share but did not want to pay the total cost. Mr. Harris advised this <br />could be done in the first phas of the development construction. Mr. Schaumburg <br />stated that if this development is the first, the City would require they pay for <br />signalization, then work out with other developers to contribute to this cost. <br />Chairman Doherty asked the developer if this would be acceptable to him. Mr. <br />Hornberger stated this is acceptable. <br />No one in the audience spoke in opposition to this item. <br />The public hearing was closed. <br />Commissioner Geppert asked how this development would be sewered. Mr. Harris advised <br />that it would be sewered from DSRSD and that some sewer permits had already been <br />secured. <br />Commissioner Getty asked when this project was expected to be started and completed. <br />Mr. Parker, Real Estate Division, Flying "J", stated it is anticipated construction <br />would start this Fall and completion within three years. <br />It was moved by Commissioner Geppert and seconded by Commissioner Getty that <br />Resolution No. 1774 approving the negative declaration be adopted. <br />ROLL CALL VOTE <br />AYES: Commissioners Geppert, Getty, Jamieson, Wilson and <br />Chairman Doherty <br />NOES: None <br />ABSENT: None <br />-13- <br />
