A negative declaration of environmental impacts will <br />also be considered. <br />Mr. Harris reviewed both of the staff reports. <br />The public hearing was opened on both applications for the Boatright property. <br />Bill Hirst, 147 Bernal Avenue, Pleasanton spoke representing the applicant. He stated <br />they are content with the staff reports. He stated this property has participated in <br />assessments for a long period of time concerning water and sewer districts and further <br />stated utilities ran through the site. He urged support of the staff recommendations <br />concerning the General Plan amendment regarding the "Urbanization Line". He stated his <br />clients have no objections to HPD zoning being imposed on this site. He urged support <br />of the staff recommendations concerning this aspect of the property also. He addressed <br />the environmental aspects and felt a mitigated negative declaration would be appropriate <br />especially if the same type of conditions were imposed on this property as in the Longview <br />application. He stated that Ron Archer and Gil Barbee, Archer & Barbee, surveyor and <br />engineer for the property were present as well as the soils engineer to answer any <br />questions. <br />Commissioners Geppert asked that Judd Hull, Geological-Technical Consultant for this site <br />address the Commission. Mr. Hull answered all questions of Commissioner Geppert concerning <br />slides, increased water runoff, etc. Mr. Hull stated they were selective in the sites <br />established for building improvements based on studies made and that sites were selected <br />on the stability of the ground. He stated no mass grading should take place and that the <br />placement of the road to intercept the water is an important factor. He stated the <br />road needs to come in as a collector and that nothing should be built prior to a collector <br />system being installed. Mr Hull spoke concerning possible septic tanks being used. He <br />stated there are a number of tanks which have been used in the area successfully, some <br />on a 'hit or miss' basis. He stated that if you used septics with an average of 4 people <br />per home, it would generate 300 gallons per day which isn't much. <br />Ron Archer, 147 Bernal Avenue, spoke to the sewer line along Foothill Road and the <br />drainage system. He also addressed energy dissipaters, baffles and other improvements <br />which would tend to limit problems associated with rater runoff. <br />Ed McGovern, 9206 Longview Drive spoke stating he represented most of the homeowners <br />in the area. He addressed the General Plan amendment proposal and stated an EIR <br />should be required. He stated that it was arbitrary to exempt one unit per five acres <br />from RAP and that the Commission should act in accordance with the requests of the majority <br />of the Pleasanton residents. He stated the residents are opposed to urbanization of <br />a hillside area. He urged denial of the PUD and the General Plan amendment applications. <br />He further stated this development should have an EIR as did the Longview project. <br />Bruce Sasak, 9881 Longview Drive spoke. He also stated he represented the Longview <br />homeowners. He referred to a report of Mark Seeley, geologist, Hayward and that they did <br />not concur with Judd Hull's report on suitability of building sites. He addressed <br />subdrains in the winter as now being a mess. He stated a mitigated negative declaration <br />is not appropriate and urged denial. <br />Bob Pearson, 3590 Churchill Court, spoke. He addressed a 55 million dollar suit which <br />occurred in 1968 as a result of insufficient sewerage on behalf of the developers in the <br />area because forethought was not used in changing land use. He stated the LAV[dMA <br />pipeline agreements speaks to an absolute flow through the pipeline which would handle <br />a 2% growth in Pleasanton. Commissioner Wilson stated the more he examines the General <br />Plan the less tense the Urbanization Line makes as there is property within the City limit <br />but not within the Urbanization Line and property outside of the City limit which is <br /> <br />
