Planning Commission <br />October 10, 1979 <br />Page 3 <br />opposition to this project and spoke to traffic concerns and asked that a definite decision <br />not be made concerning this project. Chairman Doherty told Mr. Keeney that a definite <br />decision would be made at this hearing but that decision could be appealed to the City Council. <br />Chairman Doherty asked Mr. Campbell to address traffic going through Fairlands concerning <br />this project. Mr. Campbell explained. <br />The public hearing was again closed. <br />Commissioner Wilson stated that the traffic study showed a traffic level of "A". He <br />then made a motion that the proposed project would not have a significant effect on the <br />environment and, thus, the negative declaration prepared for this project be approved. <br />This motion was seconded by Commissioner Jamieson. <br />ROLL CALL VOTE <br />Ayes Commissioner Jamieson, Wilson and Chairman Doherty <br />Noes Commissioner Getty <br />Absent Commissioner Geppert <br />Resolution No. 1799 was then entered and adopted approving the negative declaration for <br />UP-79-14. <br />Commissioner Wilson then made a motion to approve UP-79-14 as petitioned subject to the <br />conditions of the staff report of October 10, 1979 because all of the required findings <br />enumerated A through C of the above staff report could be made. This motion was seconded <br />by Commissioner Jamieson. <br />ROLL CALL VOTE <br />Ayes <br />Noes <br />Absent <br />Commissioners Jamieson, Wilson and Chairman Doherty <br />Commissioner Getty <br />Commissioner Geppert <br />Resolution No. 1800 was then entered and adopted approving UP-79-14. <br />RZ-79-15, Planning Commission <br />Application to rezone a roughly 95 acre area located east of the developed portion of the <br />Fairlands area (bounded generally by I-580 on the north, the City limits on the east, the <br />Arroyo Mocho on the south and existing development on the west) from the R-1-6500 <br />District to the R-1-10,000 District or any other zoning district consistent with the <br />General Plan. A negative declaration of environmental impacts was also considered. <br />Mr. Harris explained the staff report and stated this matter was continued from the <br />August Planning Commission Meeting at Mr. George Oakes request. <br />Commissioner Wilson then inquired as to whether or not this proposal would include the <br />school site as well as Tract 3148. George Oakes, the property owner stated that Tract 3148 is <br />57 units with a 9 acre school site. Mr. Oakes, in response to Mr. Wilson's request <br />indicated on the map the location of the school site. The Commission reviewed and discussed <br />the map. <br />Mr. Harris stated that Tract 3148 is a final map and inquired if the 27 acres on Tract <br />3133 is final. Mr. Oakes responded that it was not a final map and that in those days the <br />City Council revised the plans and would not approve final maps because of Indian problems <br />in the area. <br />Mr. Harris addressed Tract 3148 and the school site as being Lot #1 and that the property <br />could be changed to R-1-8500 and/or R-1-10,000 and could fall within the street plan as well <br />-3- <br />
