Noel Anger, 541 St. Mary, spoke against this application. <br />The public hearing was closed. <br />Commission Jamieson: <br />The Downtown Stud shows 40+ acres available and that over the last 1-1/2 <br />years as voted against spot zoning. <br />Commission Wilson: <br />Hopes Mr. Harris will break even on his investment, however favors the <br />CBD and the old town area and wants it to remain "as is." He stated <br />the staff report shows the Planning Commission itself has approved <br />129,000 sq. ft. of office space, Dublin has 170,000 sq. ft. currently <br />under construction, plus the Regional Shopping Center site and felt that <br />before any changes are made in the General Plan, impacts should be seen <br />regarding these items as well as the Railroad Consolidation, the east-west <br />overcrossing at I-680 as they relate to traffic patterns, etc. <br />Commissioner Getty: <br />Commercial and Offices are allowed on one side of Peters and not on the <br />other which is hard to justify. She stated she has lived in a high priced <br />neighborhood where there were offices and it worked well. She stated it <br />was logical to break the office-commercial use at the railroad tracks, <br />and that the area on the other side of the railroad tracks is so strong <br />residentially it will never be changed. <br />Commissioner Geppert: <br />He agreed with Commissioner Getty that the railroad tracks is the natural <br />boundary and going the other way, First Street would be the natural boundary. <br />However, he did look to his old redevelopment files, stated he didn't <br />know what effect Valley Avenue, Pico, etc. would have and felt it would <br />be premature to rezone anything in the downtown area which would permanently <br />set the district in the downtown, and, for these reasons opposes the pro- <br />posed general plan amendment application. <br />Chairman Doherty: <br />Mike Harris did a good job on the house, but feels the area should remain <br />residential. He addressed similar areas in San Diego. <br />A motion was then made by Commissioner Wilson, seconded by Commissioner <br />Geppert that the negative declaration prepared for GP-79-8, Harris Realty, <br />be accepted, as the approval of this project would have no significant <br />impacts on the environment. <br />ROLL CALL VOTE <br />Ayes: Commissioners Geppert, Getty, Jamieson, Wilson and <br />Chairman Doherty <br />Noes: None <br />Resolution No. 1816 was then entered and adopted approving the negative <br />declaration for GP-79-8: <br />A motion was then made by Commissioner Wilson, seconded by Commissioner <br />Geppert recommending denial of GP-79-8. <br />-6- <br />
