ROLL CALL VOTE <br />Ayes: Commissioners Geppert, Jamieson, Wilson and Chairman Doherty <br />Noes: Commissioner Getty <br />Resolution No. 1817 was then entered and adopted recommending denial of <br />GP-79-8. <br />Mike Harris was advised that this matter would be considered by City <br />Council in December. <br />Downtown Stud <br />Commissioner Wilson stated the reasons he voted against the Harris general <br />plan amendment are the same reasons he does not wish to initiate rezonings <br />at this time concerning conclusions of the Downtown Study; he wants to see <br />the impacts of the Regional Shopping Center, overcrossing of I-680, etc. <br />first. <br />Mr. Harris stated some things don't require a general plan amendment, others <br />do. Commissioner Wilson stated he wants things to stay status quo. <br />Commissioner Geppert asked what other studies have to be made. <br />Mr. Harris stated the staff is requesting direction of the Commission to: <br />not expand the Central Business District, indicate, prioritize or to agree <br />with staff as to what to do about conflicting goals and if you concur, the <br />next step would be a way to implement the goals either specifying a plan of <br />the residential area which would tell the staff what needs to be done from <br />a planning standpoint to preserve the downtown area so that large apart- <br />ments are not built next to single-family residences. He further stated <br />they plan further studies and when the overcrossing is made, Railroad <br />Track Consolidation made, specific changes could be made at that time. <br />Mr. Harris publicly commended Brian Swift for an outstanding job in pre- <br />paring the Downtown Study. <br />Commissioner Geppert concurred with Mr. Harris' statement, but felt a <br />General Plan Review Committee should be formed in about two years after <br />impacts have been given full consideration. He further stated we <br />should live with inconsistencies until such time as more studies are done. <br />Chairman Doherty stated we don't know if the Regional Shopping Center will <br />give or take away business from the CBD, and he feels the best way, at <br />least at this time, is to "sit tight." He stated he would like to see <br />a plan specific for downtown and concurred with statements of Commissioner <br />Wilson. <br />A motion was then made by Commissioner Wilson, seconded by Commissioner <br />Geppert that the Planning Commission endorse the Downtown Study and the <br />findings therein. <br />ROLL CALL VOTE <br />Ayes: Commissioners Geppert, Getty, Jamieson, Wilson and <br />Chairman Doherty <br />Noes: None <br />-7- <br />
