Mr. Harris explained. <br />Regarding the summary, Commissioner Getty stated the Study didn't <br />consider many things. <br />Mr. Harris stated the report did not say that these areas don't need <br />help, but if they do need help, let's see those areas built up before <br />we increase the size of the commerical area, let's take care of the <br />40+ acres already available for commercial which are either vacant or <br />undeveloped. <br />"Recommendations" <br />Commissioner Getty stated many problems could be solved if; residences <br />and commercial properties were renovated, and if Pleasanton had a design <br />manual. Mr. Harris stated he concurred and that perhaps the historical <br />data previously prepared could be used in preparing an aid to the Design <br />Review Board. He stated it is the staff's intention to someday have <br />such a guide. Mr. Harris questioned the lack of theme and Commissioner <br />Getty stated there is a theme when using current residential and com- <br />mercial property. <br />Commissioner Jamieson mentioned renderings done by Mr. Castro in previous <br />years. <br />Chairman Doherty reopened the public hearing. <br />W. J. Kovak, 3124 Weymouth Court stated he had considered going into <br />business downtown but did not do so because of parking. <br />Mike Harris, 471 St. Mary, spoke to the Study as being well done. <br />Commissioner Wilson stated he would prefer to comment on the Study after <br />GP-79-8, Harris Realty Company was heard. All of the other Commissioners <br />supported this request. <br />GP-79-9, Harris Realty <br />Application for a general plan amendment to change the general plan desig- <br />nation of properties located at 444, 459, 471, 486 and 496 St. Mary Street <br />from "High Density Residential" to "Commercial and Offices." A negative <br />declaration of environmental impacts will also be considered. <br />Mr. Harris explained the staff report addressing three letters recently <br />received which were handed out to the Commissioners at the meeting. He <br />stated the staff recommends denial because there currently are 40+ acres <br />of property which are office-commercial that are either underdeveloped or <br />vacant and further that the C-C District allows more uses than any other <br />district. He further stated that some surrounding property owners are <br />opposed to the general plan amendment. He also stated the Amaral pro- <br />perty is delapidated; but that many people have come to the City offices <br />asking about purchasing and restoring the house as a residence. He stated <br />the staff is not concerned with "blight on St. Mary Street" because they <br />don't feel there is any.
