Mr. Harris stated that if a property is a safety hazard, it is required and <br />that is would be impractical for the City to have all structures brought <br />up to code with the U.B.C. He further stated that code enforcement pro- <br />grams in other cities have been very controversial. <br />Commissioner Jamieson addressed page 26 concerning traffic at fair time. <br />Brian Swift addressed this matter. Also, Gil Barbee stated this situation <br />is much better than it used to be. Commissioner Wilson explained the <br />traffic patterns concerning gates on Bernal plus an additional lane added <br />on Rose Avenue. Commissioner Geppert stated he has had no problems <br />during fair time going through the area. <br />Commissioner Jamieson inquired as to the meaning of CNEL. Brian Swift <br />explained. Commissioner Jamieson stated that averaging out noise levels <br />is absurd. Brian Swift explained the system used which is more effective <br />in monitoring freeway type noise. <br />Commissioners Wilson and Geppert addressed page 30; and Commissioner Geppert <br />disagreed with "poor eco. outlook." Commissioner Wilson explained <br />interest rates to developers on money borrowed for such purposes. <br />Concerning page 44 Commissioner Getty addressed mixed office - residential <br />use stating this had worked well in other areas. She further stated the <br />City hasn't taken any steps to improve outside areas. Mr. Harris stated <br />that a lot of money has been spent in the downtown area in recent years. <br />He stated the City has limited capital improvement funds. <br />Commissioner Geppert addressed deficiencies in parking downtown. Mr. Harris <br />stated the study did not address commercial parking. <br />Commissioner Wilson stated money spent for Main Street far exceeds that of <br />other areas and you can't expect the City or community to provide com- <br />mercial parking and perhaps the merchants should participate in an <br />assessment district for this purpose. <br />Mr. Harris stated only one such assessment district was successful and <br />that was because the City owned 75~ of the parking lot. He further <br />stated that perhaps the property owners themselves have to take a major <br />interest. <br />Commissioner Wilson talked to absentee-ownership of properties in the <br />downtown area; and Commissioner Getty stated there were many of these. <br />Commissioner Getty reiterated parking is a problem but could be partially <br />eliminated if the Police Department would enforce parking regulations. <br />She stated the Regional Shopping Center is going to generate more traffic <br />downtown and wants to be ready to handle it. <br />Commissioner Getty stated that if the commercial areas decay, there <br />would also be decay in the residential areas. Commissioner Wilson stated <br />it is not decaying now and cited other towns with limited main thorough- <br />fares. <br />-3- <br />
