After discussion, the Commissioners decided to look at the report starting <br />with page 1 and address questions they had on any particular page. <br />The public hearing was opened. <br />Terry Bell, 4722 Harrison Street spoke. He had concerns with an apartment <br />complex approved for 4741 Harrison Street which abuts the railroad tracks, <br />would be next door to single-family residences while not being harmonious <br />and environmentally sound. <br />DeWitt Wilson then stated he believes the apartments have not yet been <br />built because the project has not met the noise requirements and that the <br />developer hasn't applied for RAP which means they couldn't build until <br />after next year. <br />Noel Anger, 541 St. Mary Street stated this is a unique and cherished <br />area and supports the Downtown Study. <br />Diana Bonanno, 517 St. Mary stated she supports the staff report. <br />The public hearing was closed. <br />Commissioner Getty asked if there is a rehabilitation program planned for <br />downtown. <br />Mr. Harris responded that beginning July 1, 1979, $75,000 would be avail- <br />able for housing rehabilitation through HUD and funds would primarily be <br />directed to the downtown area. <br />Commissioner Getty stated (to a statement made earlier by R. J. Harris) <br />that perhaps business isn't so good off Main Street but this could be <br />due to the lack of a definite City plan concerning Railroad Avenue, Pico <br />and other streets. <br />Commissioner Getty then addressed page 13 of the report and Mr. Harris' <br />earlier statement concerning noise on First Street and possibly consi- <br />dering this as commercial as opposed to residential. She stated many <br />homeowners are renovating their properties on First Street. She felt <br />there should be some kind of program that would provide capital improve- <br />ments for residential and commercial properties in bringing them up to code. <br />Mr. Harris stated the only time the City required improvements to property <br />is when someone is doing something to their property. Commissioner Getty <br />stated there should be some way to prevent a new property owner from having <br />to pay a lot of money when they purchase property. Mr. Harris asked if she <br />was referring to a code enforcement policy and Commissioner Getty stated <br />she was. <br />Commissioner Wilson inquired as to whether or not there is a policy to bring <br />properties up to code. <br />_2_ <br />
