MINUTES <br />Special Planning Commission Meeting <br />Civic Center <br />200 Bernal Avenue <br />Thursday, November 1, 1979 <br />7:30 P.M. <br />CALL TO ORDER <br />Chairman Doherty called the meeting to order at 7:30 P.M. <br />ROLL CALL <br />Commissioners Present: Ken Leppert, Joyce Getty, Bill Jamieson, <br />DeWitt Wilson and Chairman Gregg Doherty <br />Commissioners Absent: None <br />Staff Present: Robert J. Harris, Director of Planning and <br />Community Development; Brian W. Ber e ey is having a Seminar December 18, <br />1979 on how to become effective Commissioners or Board Members and anyone <br />interested in participating should contact him. <br />OLD BUSINESS - Public Hearings <br />Downtown Study <br />Mr. Robert Harris explained the purpose of the Downtown Study. He stated <br />that originally it was to address residential property in the downtown area <br />when after the 1976 General Plan was adopted it became apparent there were <br />conflicting goals. He also stated the City Council has brought the problems <br />of conflicting goals up concerning the downtown area with regard to utilities, <br />size of lots, etc. and that it is difficult to develop residentially in <br />the downtown area according to current zoning. With these conflicts in <br />mind, the staff started to put this report together sometime ago. He <br />mentioned the fact that Mr. Amaral applied for a general plan amendment <br />for his Peters Street/St. Mary property and at that time it was decided <br />to expand the study to include commercial-office properties, and when <br />Mike Harris applied for a general plan amendment to commercial-office for <br />his house on St. Mary Street, that this matter was deferred for the com- <br />pletion of the Downtown Study. <br />Mr. Harris addressed the Downtown Study, its conclusions and recommendations. <br />He stated the Downtown Study tries to resolve conflicts in the City's goals. <br />Staff believes it is very important to preserve neighborhoods and generate <br />rehabilitation as opposed to providing high density for the downtown area, <br />and that a specific plan should be developed or certain changes made in <br />the zoning ordinance addressing residential properties. <br />
