Commissioner Wilson asked Mr. Caroline if he should step down during <br />this.. public hearing because he had previously made an offer on the <br />property. Mr. Caroline stated it was not necessary for Commissioner <br />Wilson to step down. <br />Mike O'Hearn, Habitec, the architect for this property, spoke and <br />presented a rendering for all to see concerning this proposal. He <br />explained the residential units would be solar oriented; that a green <br />belt was being created which could be used as a bike or jogging path. <br />He explained ingress and egress with regard to the residential and <br />industrial developments proposed. <br />Commissioner Jamieson stated he didn't believe he had ever seen a <br />development as unusual as this one. <br />Chairperson Doherty then asked anyone in the audience in favor of this <br />proposal to come forward. No one did. He then asked anyone opposed to <br />this project to come forward. The following individuals spoke in oppo- <br />sition to the proposal and gave their reasons. <br />Lars Jotten, 1265 Kolln Street - Mr. Jotten spoke representing most of <br />the Kolln Street residents. Iie stated that: <br />The final EIR did not address health hazards to residents with <br />respiratory problems due to dust from adjacent industrial plants <br />but that the EIR stated it would be significantly hazardous to <br />the elderly. He stated this document should require additional <br />study and review before it is considered a final EIR. He then <br />stated if the property is changed as requested, the owners <br />should be advised that the purchase of this property 'may be <br />hazardous to your health' concerning the residential development. <br />Though the EIR comments on the General Plan concerning a greater <br />balance in Pleasanton by encouraging industry to iiacreas <br />the City's tax base, it now appears the City is saying this <br />is no longer so by the proposed change in the general plan. <br />Draft EIR stated the sprinkling would be done to hold down the <br />dust and that for the last two weeks everything is covered with <br />dust because of the current activity on the property and that <br />the windows cannot be opened in the current residential area. <br />He further stated he doesn't enjoy being awakened at 6:00 A.M. <br />on Saturday for the clearing of land and that this activity <br />should have restricted hours and days. <br />The homeowners urge the Planning Commission to approve plans <br />for the commercial business park which was submitted to that <br />Commission in November with the restrictions requested. <br />He further stated it is his opinion that if you rezone one <br />area residential you must rezone another area to counterbalance <br />the rezoning. <br />-3- <br />
