Commissioner Wilson then stated that it is unknown how much dirt will be <br />removed, what the grading and compaction will be and it is unknown whether <br />the material to be removed will be clay, asphalt, trees, etc. <br />Mr. Harris then indicated that conditions of approval will address this <br />at the PUD stage and this matter will be before the Commission tomorrow <br />night (December 12, 1979) and that Mr. Caroline will come in with an <br />Industrial-PUD plan. He further stated that the application for a <br />general plan amendment is the first stage in a procedure where you .have <br />a limited amount of information and is a very unspecific action. <br />Commissioner Leppert referred to the staff recommendation and stated he <br />did not see how you can conditionally approve an EIR. <br />Chairperson Doherty addressed the City Attorney inquiring about denying <br />the project and whether or not they could do this without addressing <br />the EIR. The City Attorney said this could be done and reminded the <br />Commission that theirs is a recommendation only and final decision rests <br />with the City Council when they hear this matter at their meeting of <br />December 11, 1979 (later on in the evening) with the other general plan <br />amendment proposals. <br />The public hearing was opened. <br />John Caroline, 4487 Pleasanton Avenue, the applicant spoke addressing <br />the concerns of Commissioner Wilson. He stated Judd Hull is working <br />on the site now. He stated that at one end of the property there is <br />a lot of concrete and that it has been mostly removed. He stated he <br />hired Judd Hull because of his expertise; further he is willing to <br />abide by the decision of the Planning Commission and City Council. <br />Commissioner Wilson then asked Mr. Caroline about grading. Mr. Caroline <br />stated that they were not yet grading but stripping the land to clean <br />it up. He further stated that when he purchased the property the <br />Fire Department requested a fire lane be made with which he complied. Fie <br />stated the Fire Department then requested criss-cross lanes but would <br />accept the removal of brush which Caroline did. He then stated the only <br />thing currently being removed from the site is concrete and not dirt. <br />Commissioner Wilson stated he went out and looked at the site and that the <br />26 acres mentioned in the EIR appear to be about 10 acres, more or less, <br />in reality. Per. Caroline concurred with this. <br />Mr. Caroline further stated that at a previous Planning Commission <br />meeting he was given direction to investigate housing for his property <br />and that is why he is prepared to build garden-type homes at a sales <br />price of $74,500 even though his original proposal did not take this <br />into consideration. He stated further it makes no difference to him <br />one way or the other if the housing is eliminated. <br />-2- <br />
