Mr. <br />Pearson recommended that the business park have an owners association similar <br />to that of condominiums for maintenance of the project. <br />Commissioner Getty addressed Mr. Pearson stating that when some of the missing <br />links are completed downtown, circulation will be different downtown and the <br />effect might not be so great concerning increased traffic. <br />Mr. Pearson stated that El Charro has to be opened to handle the traffic and <br />that if projects are approved without it, it will create a bad situation. He <br />stated the City can put pressure on this if they want to. <br />Commissioner Geppert stated that when people moved near Santa Rita Road they <br />knew it would carry through traffic. He stated those families living there <br />had to know just by looking at the width of the street if nothing else. <br />Mr. Van De Roovaart rebutted statements made in opposition to the project. <br />The public hearing was closed. <br />Commissioner Geppert asked how the enforcement would be handled concerning <br />restrictions and conditions placed on the proposed project. Mr. Harris stated <br />that most restrictions are handled when complaints are received. Commissioner <br />Geppert then stated that CC&R's can't be enforced by the police department. <br />Commissioner Jamieson said he had assumed landscaping was going to be put <br />in on the outset of the project and that it may be years before the park is <br />completed along Kolln and that he would like to see at least the west land- <br />scaping done at the outset of the project. He also asked if the name of <br />the park was going to remain 'Pleasanton Business Community'. Mr. Van De <br />Roovaart stated it was not. <br />Commissioner Getty stated she was concerned about barren property with no <br />landscaping. Commissioner Jamieson stated at least the planting of trees <br />and having the berms would be desirable. <br />Mr. Harris stated he would recommend landscaping the 30' wide Valley and <br />west side berms and that they be put in completely at time of initial devel- <br />opment. <br />A motion was made by Commissioner Jamieson, seconded by Commissioner Getty <br />certifying that the EIR was completed in compliance with CEQA and State <br />Guidelines; that the Commission has reviewed and considered the information <br />in the EIR; and found that the project would have significant adverse impacts <br />on the environment pertaining to traffic safety at the Valley Avenue/"A" <br />Drive intersection visual and accoustical screening of uses on the site from <br />surrounding uses and water conservation but that recommended conditions of <br />approval of case PUD-80-1 would reduce those impacts to an insignificant <br />level but that there are two significant adverse impacts of case PUD-80-1 <br />which are not mitigatable (traffic increase on Valley Avenue and impact on <br />Valley Avenue-Santa Rita Road intersection) but that there are overriding <br />social and economic considerations (more local jobs) which make infeasible <br />all mitigation measures identified in the EIR and that the EIR be adopted <br />for this project. <br />-10- <br />
