Mr. Garvan stated that at last months meeting a Mr. <br />Caldwell had some objections, but would now withdraw them if certain <br />conditions were followed. He stated they would be happy to try to eliminate <br />the concerns this one neighbor has and asked that the Caldwells try to <br />work with the applicant. Mr. Garvan stated that if the City wants to review <br />the application in one year that is fine with the applicant. <br />Commissioner Jamieson stated that the Planning Commissioners visited the <br />applicant this afternoon and there are some things he would like to see <br />done: 1) regarding rabbit droppings - would like to see them cleaned up <br />on a daily basis; 2) would like to see the fountain containing stagnet <br />water cleaned; 3) would like to see the horseshoe pit in the back yard <br />removed as it could be a tripping hazard; and 4) would like to see some <br />grass for the kids. Mr. Tyrrell spoke from the audience stating the <br />horseshoes were being replaced with a shuffleboard. <br />Commissioner Wilson then asked if there were any animals as he did not <br />see any. Mr. Garvan stated there were: one rabbit, two dogs, cats and <br />birds and that the environment is very similar to that of a kindergarten <br />class and is good for child development. <br />Chairperson Wilson then asked if there was anyone in the audience wishing <br />to speak against the application. <br />Larry McKague, 1831 Halcyon, spoke in opposition stating his house is the <br />closest house to the Tyrrell's backyard and stated he objected because of noise, <br />a daycare center is not appropriate for a residential area; noise generated <br />decreases the property value of the neighborhood, similar to a kindergarten, <br />lots of noise. <br />Chairperson Wilson stated the limit would be 12 children and no more, <br />and that he has a real estate person in the audience who could speak to <br />property values in the area. <br />Pat Burns, a realtor, stated that no house near the childcare facility <br />has been affected by decreasing real estate values. <br />Chairperson Wilson asked how much real estate Ms. Burns sold in a year <br />and she responded three to four million dollars worth. <br />Commissioner Jamieson asked Ms. Burns if her children attended the Tyrrell's <br />daycare facility. She stated no, but they did at one time. <br />Commissioner Getty then asked how many children are on the premises for <br />the most part of the day. Mrs. Tyrrell stated she doesn't always have <br />the same children every day. <br />She stated some children come Tuesday and Wednesdays while some come on <br />Thursday/Friday and that she has an average of 10 for the most part of the <br />day with a full limit in the afternoons. <br />-3- <br /> <br />
