As there was no one in the audience speaking on behalf of this matter, <br />the public hearing was closed and discussion ensued by the Commissioners. <br />Chairperson Wilson stated that with regard to Page 1 he had a problem <br />with the word 'community' and asked the scope of this word. Richard <br />Glenn stated that it extends beyond jurisdictional boundaries. Mr. Glenn <br />stated this wording comes from the State of California with regard to <br />fair share responsibilities. Commissioner Jamieson stated he reads <br />it as 'Pleasanton.' Commissioner Getty stated she consideres it to be <br />the area within Pleasanton's Sphere of Influence. <br />Commissioner Wilson stated that would we have to consider workers at <br />the large shopping center when considering fair share housing and would <br />Pleasanton be responsible for providing them with a place to live. <br />Mr. Harris stated yes for a portion of them. <br />Mr. Harris stated that the guidelines look beyond the City limits when <br />considering these types of things. <br />Commissioner Wilson stated he understands the element is mandated by <br />the State of California but gets lost because he is on a housing com- <br />mittee which includes several cities, many take an official position <br />that the Housing Element is 'advisory' only and yet if implemented it <br />must be considered 'mandatory' when considering zonings, etc. within <br />the City. All zonings must conform to the General Plan and yet if <br />it is 'advisory' only, the situation becomes questionable. <br />Mr. Harris explained the guidelines and that if adopted, the element <br />would become rules to live by. <br />Mr. Harris then stated it still has not been legally determined whether <br />the new housing element guidelines are 'advisory' or 'mandatory.' <br />Chairperson Wilson referred to page 4, the word 'future.' He asked <br />if we are talking about future generations. Mr. Glenn stated that <br />is the inference. Chairperson Wilson stated he doesn't agree with <br />'overpaying.' Mr. Glenn explained the 25~ of a family's monthly <br />gross income. Chairperson Wilson asked about two people working and <br />Mr. Glenn stated this is being taken into consideration. <br />Commissioner Jamieson asked if 25~ is still good in todays market? He <br />asked if this is policy or experience and should it be changed. <br />Mr. Harris stated staff hadn't recommended changing the figure since <br />it was established by a citizens' committee of 100 members. <br />Commissioner Lindsey asked the current percentage of multiple units. <br />Mr. Glenn stated it is 15o and Mr. Harris stated it is 19 or 20% when <br />including mobile homes, group lodgings, etc. <br />-9- <br /> <br />
