Special Meeting <br />Planning Commission <br />July 16, 1980 <br />Resolution No. 1891 was then entered and adopted requesting City <br />Council to consider changing the RAP program to include the 300/300 <br />housing motion. <br />Chairperson Wilson spoke to sewer permits stating he believes it will <br />take 17 years before building is possible. <br />Commissioner Getty reiterated she feels no limit should be set concerning <br />RAP exemptions. <br />Page 28, Policy Statement 3 <br />Commissioner Doherty stated he totally favors this Policy Statement: <br />Commissioner Jamieson asked if there were funds available for <br />restoration. Mr. Passanisi, Planning Analyst explained the outreach <br />program. <br />Page 30, Implementation Program 1 <br />Chairperson Wilson stated he wants this completely removed because it is <br />not good for new owners, is unrealistic and wouldn't apply to old <br />owners and further lenders would object as the City would have priority <br />concerning title to the property. <br />Commissioner Wilson made a motion, seconded by Commissioner Jamieson <br />that this Implemention Program be removed. <br />ROLL CALL VOTE <br />Ayes Commissioners Doherty, Getty, Jamieson, Lindsey and <br />Chairperson Wilson <br />Noes None <br />Page 38 <br />Chairperson Wilson stated he agrees with the narrative on this page. <br />He then asked Mr. Harris if it was necessary for the Planning Commission <br />to review Section No. 3. Mr. Harris stated not unless there is a problem <br />with the data. <br />Commissioner Getty stated there are a lot of people living here who <br />couldn't live here again and wants to make sure that everyone (including <br />the staff) is aware of this fact when preparing data. <br />Chairperson Wilson stated the difference between 82o interest and <br />12Z~ interest makes a difference of about $291 per month and that this <br />is a rather strange period we are going through. Commissioner Getty <br />stated that the census might bear out the data needed. And, she feels <br />this is important information. <br />Page 56, Table 7 <br />Commissioner Getty stated that the regional center will provide for many <br />part time employees and therefore makes a big difference in the income <br />they are bringing in.
