Special Meeting <br />Planning Commission <br />July 16, 1980 <br />Policy #10 was inserted before Page 25 <br />Mr. Harris explained the philosophy behind this Policy. <br />Chairperson Wilson asked if Mr. Harris was talking about giving more <br />RAP points for moderate housing. Mr. Harris explained that RAP <br />now penalizes moderate housing in the design category. Chairperson <br />Wilson stated at least 300 rental units should be exempt from RAP <br />as well as 300 affordable housing units and that if someone has the <br />ability to get Federal funds they should be allowed to have an <br />exemption. He stated it would be proper for 300 multi-rental and 300 <br />affordable housing units to be exempted from RAP. <br />Chairperson Wilson stated he would like to see a recommendation to go <br />City Council for their next RAP meeting to consider exempting this <br />number. Commissioner Getty inquired as to how the 20 growth limitation <br />would be maintained. She asked Chairperson Wilson why he picked 300. <br />Chairperson Wilson said he could have used the figures 200 or 400 just <br />as easily. Chairperson Wilson stated if someone could come along and <br />get financing, the City should help in supporting them -- not just talk <br />about it. <br />Commissioner Getty stated she doesn't think it should be a specific <br />number. Commissioner Jamieson stated he thought it should be a specific <br />number and asked if it was proper to make a motion recommending to the <br />City Council that this be adopted. Commissioner Getty stated that if a <br />developer came in with 100 units and was exempt from RAP what would be done <br />for the sewers. Chairperson Wilson stated we would be the only City <br />doing something about the housing problem. Mr. Harris stated the easiest <br />thing would be to recommend that all apartments be exempt. Chairperson <br />Wilson stated he doesn't like the word "apartments", but wants the words <br />"rental units" used. Commissioner Doherty asked if there should be a <br />minimum size for the exemption or do you want to have just "any rental <br />units." <br />Commissioner Jamieson stated that 300 rental apartments in any one <br />place is bad news. Chairperson Wilson stated a limit should be set at <br />300 with a maximum of 100 at any one location.
