Special Meeting <br />Planning Commission <br />July 16, 1980 <br />Commissioner Lindsey spoke to 3400 jobs including part time employees <br />at the shopping center. <br />Chairperson Wilson then presented the official positions of various <br />Alameda County Cities; namely Fremont, San Leandro and Union City with <br />regard to how they interpret the housing element as being 'mandatory', <br />'advisory' or just ignored. <br />Mr. Harris stated the City of Pleasanton in adopting the Housing Element <br />would make it 'mandatory' to follow and rules to live by. Chairperson <br />Wilson stated the City of Pleasanton is way ahead of other cities in <br />this regard. <br />Page 89 <br />Commissioner Getty asked about public funds. Mr. Harris explained. <br />Chairperson Wilson stated the City of Oakland adopted a revised housing <br />element in January 1979 using 1970 data with no mention of 'fair share' <br />and that Piedmont is working on their first housing element. He suggested <br />at the housing meetings he has attended for the county that pressure be <br />put on these various cities to adopt a housing element and that if <br />Pleasanton accomplishes fair share, they have outshown every City in <br />the County of Alameda and other areas which have done nothing. <br />Page 61, 1st paragraph <br />Commissioner Jamieson asked if this is true or is there a lack of <br />sewers. <br />Mr. Glenn responded RAP is in response to the sewer problem. Commissioner <br />Jamieson stated there was a slow growth rate in effect before the <br />adoption of RAP. Mr. Harris indicated that there was a general Growth <br />Managmenet Program for about three years before the adoption of RAP. <br />A motion was made by Commissioner Getty, seconded by Commissioner Lindsey <br />that the negative declaration prepared for this Revised Housing Element <br />be adopted as it would not have any adverse effect on the environment. <br />ROLL CALL VOTE <br />Ayes Commissioners <br /> Wilson <br />Noes None <br />Absent None <br />Abstain None <br />Doherty, Getty, Jamieson, Lindsey and Chairperson <br />Resolution No. 1892 was then entered and adopted approving the negative <br />declaration as prepared for the Housing Element of the General Plan. <br />A mot-ion was then made by Commissioner Doherty, seconded by Commissioner <br />Jamieson that the Draft Housing Element be recommended for approval subject <br />to all of the changes recommended during the meeting. <br />-9- <br />__.....___. .. .._... _ ..~__._. ..._.__ ..,.._..._._.._._.....T.._.__......~.. _ ._,.__ .. ..._. . _...__.... __.._. , ..,_.._. ..._....._ .... _._.. , ......_.... _ _ _.. _..._ T----..__._.... .... <br />
