Special Meeting <br />Planning Commission <br />July 16, 1980 <br />Commissioner Getty then asked if this would modify the figures. Mr. <br />Harris stated it wouldn't need to and that much of the material for <br />this report comes from the housing survey conducted earlier in the year. <br />Page 20 <br />Commissioner Jamieson asked Mr. Glenn how the last paragraph on Page 20 <br />would be implemented. Mr. Glenn stated that the City can put interested <br />people in touch with the proper people. Mr. Glenn stated everyone in <br />the Planning Division would assist in acting as liason. <br />Page 19, Program 5 <br />Chairperson Wilson stated he strongly objects to this as it puts the burden <br />on any new home purchaser. Mr. Harris stated it would be very difficult <br />to get current homeowners to contribute to such a fund because as long <br />as they are not asking the City for anything, the City has no leverage <br />to use. <br />Commissioner Getty talked about $130/DU and isn't that a lot of money. <br />Mr. Glenn stated there is about $100,000 collected and there would <br />probably be one-half million dollars collected over the next three <br />years. Chairperson Wilson said that what Commissioner Getty is talking <br />about is how much money it would take at the buildout point, i.e., would <br />it be three million dollars or just what amount. Chairperson Wilson <br />then asked who received the interest on the $100,000 currently set <br />aside; did it go into the general fund or was it added to the $100,000. <br />Mr. Glenn stated it is his understanding the interest stayed with the <br />$100,000 but he could confirm this. (This was confirmed 7/17/80). <br />Mr. Harris suggested that with regard to Implementation Program 4 and 5 <br />the word "moderate" be stricken. Commissioner Lindsey asked the alternative <br />in assessing the developers for new houses and Mr. Harris stated <br />anything else would have to be voluntary. <br />Page 21, Implementation Program 8 <br />Commissioner Doherty stated the City should be careful with this <br />Implementation Program. <br />Page 22 <br />Commissioner Jamieson stated that concerning the third paragraph, first <br />line, "as of" should be stricken. The Commissioners agreed by implication <br />that this should be removed. <br />Commissioner Getty asked about the use of the money. Mr. Harris <br />explained that money would be used to encourage housing for lower income <br />persons. He cited Joe Madden's development as an example. He stated <br />that State financing might be available if units are constructed and he <br />gives up his right to rent them for xxxx years. He said further it <br />could be used to subsidize rents. Commissioner Getty asked if there was <br />going to be a big problem created.
