Special Meeting <br />Planning Commission <br />July 16, 1980 <br />Commissioner Getty pointed out that if Pleasanton builds more rental <br />units, then condominium conversion could take place under the ordinance. <br />Commissioner Lindsey stated he is still opposed to the ordinance in <br />its present form. Commissioner Jamieson stated he hopes the City Council <br />approves the ordinance for condominium conversion. Mr. Harris stated <br />the Council would probably appreciate the Planning Commission taking <br />a position on this very important matter. Commissioner Getty stated that <br />a long time ago the Commission looked at apartments and she asked the <br />requirements. Mr. Harris stated parking requirements are different <br />for one thing. <br />Commissioner Getty asked if air space was addressed. Chairperson Wilson <br />stated that laundry rooms and other amenities were required such as <br />storage area, wall space, tc. Under the existing ordinance there are <br />no requirements. Chairperson Wilson stated he supports the condominium <br />conversion ordinance. Commissioner Lindsey stated he is opposed to the <br />condominium conversion ordinance as currently stated and therefore is <br />not supportive of Implementation Program 1 on Page 12. Mr. Harris <br />pointed out that this Implementation Program is not specific and refers <br />to a condominium conversion ordinance and not necessarily the one now <br />before the City Council. Mr. Harris further stated that the material <br />following the Implementation Programs is merely narrative. Chairperson <br />Wilson stated that an apartment development could put 24 units on an <br />acre and a condominium developer would put 10 then the apartment developer <br />would come in with a condominium conversion and that simply is not <br />fair. Chairperson Wilson then asked if there were any other Commissioners <br />opposed to the Condominium Conversion Ordinance. Commissioner Doherty <br />stated that he is not in total accord with the document before City <br />Council but would like to see a condominium conversion ordinance. <br />Page 13 an 14 <br />Regarding Policy Statement #6, Commissioner Lindsey asked about this <br />and Richard Glenn explained the City's desire to have a good mix with <br />regard to varying lot sizes. <br />Chairperson Wilson asked if the Land Use Review Committe came up with a <br />recommendation on additional mobile home sites. Mr. Harris stated they <br />couldn't get nine votes concerning this issue. <br />Page 15 and 16 <br />Mr. Harris asked the Planning Commission to consider striking "and <br />moderate" in Policy Statement No. 8 and that staff has prepared a new <br />policy (Policy No. 10) concerning moderate income housing. Chairperson <br />Wilson asked if any of the Commissioners had any objections to this. <br />As there were no objections, it was motioned, seconded and carried that <br />"and moderate" be stricken from Policy 8 on Page 15. <br />Council Member Karin Mohr asked about the 13o as mentioned in Policy 8 <br />and inquired as to whether or not the current census data would change <br />this figure Mr. Harris explained census data is background material but <br />is not the only source used in determining figures. Commissioner Getty <br />asked when the current census material would be available.
