Special Meeting <br />Planning Commission <br />July 16, 1980 <br />Chairperson Wilson stated the building codes wouldn't allow anything <br />to fall down, but if someone comes in we don't have to hit them with <br />expensive finishes and don't have to require as many amenities. <br />Mr. Harris stated there is another segment of the Housing Element to <br />be added after Page 24 dealing with moderate income housing which <br />addresses this same issue. <br />Page 9, Definition of Multi-Family at the top of the page <br />Chairperson Wilson stated he wants this section to include mobile home <br />parks. Commissioner Lindsey, Jamieson and Doherty stated they support <br />this. <br />Page 10 <br />Commissioner Getty stated the urbanization line is being recommended by <br />the Land Use Review Committee to be eliminated and if approved, it would <br />have to be removed from this section. <br />Chairperson Wilson stated that at the top of the page it should be more <br />specific with regard to RAP exemption. Mr. Harris stated this is a <br />general plan and shouldn't be too specific. <br />Chairperson Wilson spoke concerning Policy 4 and stated he would like to <br />add "amount of" before the word acreage. Commissioner Jamieson <br />supported this statement. Mr. Harris suggested they may want to add "to <br />maintain at least the existing amount." The Commissioners said they had <br />no problem with that addition. <br />Page 11, Implementation 1 <br />Chairperson Wilson stated he would like to have "equivalent or greater <br />acreage" added to this Implementation Program. <br />Karin Mohr, Council Member, stated that something could be added that <br />would address the density. Commissioner Getty stated she assumes the <br />same density would have to be maintained when relocated. Mr. Harris <br />stated this isn't so inasmuch as a proponent may want higher or lower <br />density on a smaller or greater amount of land. He stated that when this <br />has come up in the past it hasn't been acre for acre and that it is more <br />important to consider units and not acreage. <br />Page 12, Implementation 1 <br />Commissioner Lindsey stated he is opposed to the condomium conversion <br />ordinance as it is too restrictive because condominium buyers are usually <br />first-time buyers generally and are coming off of the rental rolls. <br />Chairperson Wilson stated he supports the ordinance because someone who <br />converts is taking advantage of density and apartments do not include <br />amenities that condomiums do such as laundry, parking and storage. <br />Commissioner Jamieson stated the push is on condominium conversion and <br />feels Implementation #1 will have to be wrestled with by City Council. <br />-4- <br /> <br />
