Special Meeting <br />Planning Commission <br />July 16, 1980 <br />Commissioner Doherty asked if there was any testimony by the neighbors <br />at the last Planning Commission meeting. Mr. Harris responded that <br />Mrs. Rider spoke in favor of it but that the matter was not advertised <br />yet as this is just a request to initiate a change to the Ordinance <br />Code. <br />The public hearing was opened. <br />Glenn Kierstead, Heritage Valley Investors, spoke. He stated that if they <br />requested a rezoning to C-C, it would be opening a can of worms and that <br />this zoning would not be appropriate based upon the agreement his company <br />has with the residents in the area. He stated they are requesting <br />hardware stores be conditionally allowed in the C-N District. He <br />stated their development is one of the largest for a C-N District in <br />Pleasanton in that it is 7.8 acres. He stated they have their anchor <br />store, Savemart. He said they need the hardware store to meet their <br />occupancy requirements for financing purposes and the nearest hardware <br />store is 1.2 miles to the south; further his proposal would satisfy <br />local need for convenience items in the Meadows and condominium area. <br />He stated he believes at the time hardware stores were eliminated from <br />the C-N District it .was probably appropriate but now with gasoline <br />(energy) and traffic problems the situation has changed and the area <br />needs this convenience-type store. <br />William G. Kovak, 3124 Weymouth Court spoke stating he has talked to <br />some of the people in the area (not all) and it is the general feeling <br />this is an acceptable use for the shopping center provided all merchandise <br />is contained within the building. He stated on that basis, he would be <br />in favor of the hardware store at this location. <br />Bette Rider, 4393 Mirador Drive stated that in her opinion record <br />stores shouldn't be allowed in the C-N District but hardware stores <br />should as they are innocuous. <br />Chairperson Wilson stated he had no objection to this use personally, <br />but if you make a change in the C-N District for this location you are <br />changing all C-N shopping centers in all areas. Mrs. Rider commented <br />that the Vintage Hills Shopping Center doesn't have one and perhaps they <br />should. <br />The public hearing was closed. <br />Commissioner Getty stated she agreed it would be nice to have a <br />hardware store at some shopping centers, but would not like to see them <br />at all of them. Commissioner Lindsey stated hardware stores are a <br />convenience and while not being familiar with the recent zoning changes, <br />thinks hardware stores should be allowed in the C-N District. <br />Commissioner Jamieson said he didn't feel many hardware stores would be <br />rushing to town and applying for these shopping centers because they <br />require a lot of inventory. He cited the Mission Plaza hardware store <br />and the original owners had a good inventory then it dropped off and <br />now the present owners keep a well-stocked store. He stated he strongly <br />supports hardware stores in the C-N District. Commissioner Doherty said <br />hardware stores should be conditionally allowed in the C-N District <br />as this would allow the Planning Commission to review each application. <br />He stated he would not support a permitted use for hardware stores in <br />-2- <br />
