Jeanne Baker, the applicant, spoke answering a request of Commissioner
Getty that a neighbor had turned her in because of excessive flies. She
stated that the Health Department had suggested she purchase a powder
from Albers Feed Store but that she purchased a spray instead because
she was advised by Albers that the powder is toxic.
Commissioner Lindsey asked Ms. Baker if she raised rabbits for profit.
Ms. Baker stated that sometimes she sells them but that they are pri-
marily for show.
Commissioner Getty asked if six rabbits were adequate for this purpose
and Ms. Baker stated this amount was sufficient.
Andrew Estrada, Ms. Baker's next door neighbor spoke stating he is the
person who complained both to Norman Paul of the Health Department and
to Mr. Brown of Animal Control. Mr. Estrada stated these rabbits are
kept in a filthy state and should be removed. He stated they emit odors
and pests. He urged an ordinance be adopted eliminating poultry,
rabbits, etc. from the City of Pleasanton. He stated he is the Animal
Control Officer for San Leandro and they are not allowed there.
Mr. Estrada said Norman Paul concurred with his estimation of the
situation and was to have submitted a report to the Planning Commission
of which he has not seen a copy. Mr. Harris read the report.
Commissioner Lindsey asked to see the petition signed by six neighbors
in opposition to this application. Mr. Estrada presented it to Com-
missioner Lindsey but asked for it back (the file doesn't have a copy).
Grady Jackson, 6250 Alvord, spoke stating he does not like rabbits in
a residential neighborhood and these particular ones to emit odors which
reach his house.
The public hearing was closed.
Chairperson Wilson stated inasmuch as Ms. Baker hasn't been cleaning
the area every day, a six month limit should be placed on the use permit.
Commissioner Doherty stated he supports small animals raised by children
especially those participating in 4-H projects, etc., but that the
applicant has an obligation to clean up so that animals do not become a
public nuisance and that he would be inclined to grant this use permit
subject to a six month limit and unannounced inspections by the City
plus the conditions of the staff report and report of Alameda County
Health Department.
Commissioner Lindsey stated he had no comments concerning this matter.
Commissioner Getty stated she would also like to see a six month time
limit imposed as a condition of approval especially in view of the
cleanliness factor brought up by others.
-7-
___.-__.._.T.,_...__.._._.._._r__ . _. _ __._ _._ . ......... .___. ... _ .__.. _ ._ __ T..... __ _..
