GP-80-5, City Council <br />Application of the City Council for a general plan amendment to change <br />the land use designation of 18 separate sites and to change the Circulation <br />Element to show an extension of Railroad Avenue. A negative declaration <br />of environmental impacts was also considered. <br />Commissioner Joyce Getty opened discussion saying that the Land Use <br />Committee worked on these changes for six months, inviting the public, <br />through the newspapers to attend these work sessions and to submit <br />input. She stated the Committee was made up of homeowners and others <br />interested in the land use changes. She stated all concerns presented <br />were addressed. <br />Chairperson Wilson stated that if the Commissioners had no objections, <br />the public hearing would be opened on each of the issues and after <br />receiving testimony and comments, the public hearings would be closed, <br />and at the conclusion the Planning Commission would make their <br />recommendations. <br />Mr. Harris stated he had some extra maps of the proposals and passed <br />them out to the audience for their perusal during the course of the <br />hearings. <br />Item 1: Mr. Harris presented information concerning this property. <br />The public hearing was opened. <br />Roger Manning, 1078 Vintner Way, stated they have planned 16 one-half <br />acre sites on this property and urged low density residential for the <br />site as they have 16 sewer permits. <br />Commissioner Getty asked Mr. Manning if they are ready to proceed and <br />Mr. Manning stated they are ready. <br />The public hearing was closed. <br />Item 2: Mr. Harris explained this was once used for sewage disposal <br />by the United States Army and now is used for sludge disposal by DS RS D. <br />He stated this is a technical change and doesn't effect the land use <br />of the area. <br />The public hearing was opened. <br />No one spoke, either on behalf of, nor against this proposal. <br />The public hearing was closed. <br />Item 3: Mr. Harris explained this would be a technical change on the <br />map and makes no land use change. <br />The public hearing was opened. <br />No one spoke either on behalf of, nor against this proposal. <br />-7- <br />_. ..., .,.....,. _... _._."._....... .... _.~, _.. .. _.. _.__... _. _..,_ __.. __.. _. .. .,, ..... ._ _.._ T. _.. .._ .. .... <br />
