Chairperson Wilson stated he wondered why the development didn't <br />require an EIR. Mr. Harris stated that this property has always <br />been looked at as developing commercially. <br />Commissioner Getty asked if one of the things being considered is <br />the depot. Mr. Harris stated yes, but it is not a matter before the <br />Commission at the present time. She asked what is to happen to the <br />property on the west side of the tracks. She stated that if the <br />railroads are consolidated that is one matter and if not, that is <br />another. She addressed concerns of buildings running - three to <br />four blocks without windows and feels the impact is substantial. <br />Mr. Harris stated that the design of the buildings would have to be <br />done carefully and reviewed at the PUD stage. <br />Commissioner Lindsey asked if there is any way to condition the use <br />of the DeLucchi and Lions Club parks at the PUD stage. Mr. Harris <br />stated, yes, plus the plans would show the areas as "Park." <br />Commissioner Jamieson stated it would probably be a good idea to <br />enter into a long term agreement with Southern Pacific (50-70 years). <br />Mr. Harris stated they would like to make the lease a part of the PUD. <br />Chairperson Wilson asked if we were losing all of the Rose Garden. <br />Mr. Harris stated no, but that part of it will be used in the appli- <br />cant's landscaping plan. <br />Commissioner Jamieson asked about the big oak tree. Mr. Harris <br />stated it is being shown as retained. <br />Commissioner Doherty asked if it would be appropriate for them to <br />recommend approval of the general plan subject to prior agreement <br />by the Railroad - 99 year lease. Mr. Harris recommended the terms <br />of the lease be discussed at the PUD stage. <br />Commissioner Getty asked if approved, what time frame was being <br />looked at for development of the proeprty. The answer was next <br />spring. <br />Oscar Osness, Assistant General Manager, Real Estate, Southern <br />Pacific Land Company, spoke. He urged support in the Commission's <br />recommendation to Council. <br />Mrs. Osness stated that SP is willing to consider a 10-year lease <br />and that they have been providing 2-1/2 blocks of property to the <br />City for many years. <br />A motion was made by Commissioner Jamieson, seconded by Commissioner <br />Lindsey that the negative declaration be recommended for approval <br />for case GP-80-9. <br />-4- <br /> <br />
