PUD-80-13, Doroth N. Johnson <br />Application o Dorothy N. Johnson to rezone from the R-1-6500 (Single- <br />Family Residential) District to the PUD (Planned Unit Development-Medium <br />Density Residential) District an approximately 10 acre site located on <br />the south side of Vineyard Avenue approximately 120 feet west of <br />Pico Avenue. A negative declaration of environmental impacts will also <br />be considered. <br />Mr. Harris presented his staff report and recommendation that the meeting <br />be continued until January 14, 1981 so that further conversation could <br />be held between the applicant and property owner to the east. <br />The public hearing was opened. <br />J. Jack Bras, 90 Mission Drive, spoke representing Mrs. Johnson. He <br />explained that this is merely a 'land use' phase and that the 16 <br />single-family lots would have a view of the valley. He said they <br />have attempted to talk to Mr. Dunkley as requested by staff. He stated <br />they did meet with Mr. Dunkley and Mr. Harris at city hall and that <br />as a result of that meeting Mr. Dunkley wrote a letter dated 12/4/80 <br />which said, as the applicant had guessed it would -- that it is probably <br />too late to do anything and that Mr. Dunkley didn't want to incur <br />additional costs and time delays. <br />Mr. Bras referred to condition number two and asked why a 25 ft. access <br />should be required when it goes to a bluff. He indicated where this <br />would be on a map which he had on display. <br />Commissioner Getty stated she lives in the area and says that on <br />occasions ambulances and fire trucks do use this and that due to <br />erosion it had narrowed. <br />In addressing condition number 4 - Mr. Bras indicated that all develop- <br />ment should be stopped if traffic is as bad as it is indicated. <br />Commissioner Getty stated that Vineyard is a difficult street to travel <br />down because people turn into their residences. <br />Commissioner Doherty stated that perhaps Mr. Harris is right in asking <br />that this matter be continued to January to enable Mr. Bras and <br />Mr. Dunkley to get together on this. <br />Mr. Dunkley, 844 Division Street, owner of the property at Vineyard and <br />Pico spoke. He said that what Mr. Bras has stated is exactly right. <br />He said he did not want to be an obstructionist but in all fairness <br />he has all approvals and is ready to proceed with development and <br />didn't want to incur the burden of both money and time to realign <br />roadways now. <br />Chairperson Wilson asked if Mr. Dunkley had tried to work with Mr. Bras <br />in the past. Mr. Dunkley said he had twice and that at that time (2 <br />years ago) Mrs. Johnson was in no position to move ahead. <br />Commissioner Jamieson said he didn't feel they should put a burden <br />on Mr. Dunkley. <br />-10- <br />___ . <br />
