Mr. Harris explained the staff report and the fact that this matter <br />was continued from the December, 1980 Planning Commission meeting. <br />He stated that the staff recommends a looped street instead of a <br />cul-de-sac as proposed by the developer. Mr. Harris requested that <br />Condition No. 8 of the staff report be amended to read: <br />"That the zoning regulations for the upper (southern) <br />18 lots shall be those of the R-1-10,000 District and <br />for the lower (northern) 10 lots, those of the <br />R-1-6500 District." <br />The public hearing was opened. <br />J. Jack Bras, Architect, 90 Mission Drive, spoke representing the <br />applicant. He stated that the cul-de-sac proposed is a result of a <br />meeting with the neighbors concerning this issue. He requested that <br />approval be recommended for 18 single-family lots, lower 10 lots be <br />6500 sq. ft. and condominiums be allowed up to 28, the exact design <br />of which will be determined in the future. He asked that Condition <br />No. 4 be eliminated. Concerning Condition No. 5 he wanted this <br />changed inasmuch as there is an existing road for access along <br />Kottinger which could be used. <br />Roger Manning, 1078 Vintner Way, spoke representing the Homeowners <br />Association. He stated the homeowners are concerned with the number <br />of condominiums approved one block from Flair Market. He stated there <br />are close to 120 units now approved and that within a year the City <br />will receive another application for a general plan amendment for the <br />area. He recommended that no high density be approved until Pico is <br />connected to Stanley. He stated that recently a four-way stop sign <br />has been installed but with 120 condominiums there will still be a <br />lot of traffic. <br />Chairperson Wilson stated that the applicant is currently only asking <br />for zoning and that when final development plans come in, that would <br />be a proper time to address the issue. <br />Mr. Harris reiterated that they are now asking for 28 single family <br />lots and only conceptual approval for townhouse-condominiums. <br />Chairperson Wilson stated that the Planning Commission did agree <br />with the concerns of the citizens. <br />Commissioner Doherty then asked Mr. Warnick the target for Pico to <br />be connected to Stanley and Mr. Warnick responded probably 1983.
