Commissioner Lindsey asked Mr. Manning if he would object to the 18 <br />units being built prior to the completion of Pico. Mr. Manning stated <br />there is no objection to that but there are definite concerns with <br />high density residential. <br />Nancy Storch, 3193 Chardonnay, addressed the Commission with concerns <br />addressing lack of recreation facilities being provided for children. <br />Chairperson Wilson stated that there is a certain amount of open space <br />set aside in a condominium development but that it would not include <br />such things as a tot-lot. <br />Commissioner Getty stated that Vintage Hills School is in the vicinity <br />and could be used for a play area. Mrs. Storch said that everything <br />is from one-half to one mile away from where she lives. Commissioner <br />Doherty stated that generally speaking open space designed in a <br />condominium complex is usually for the people who live in the complex. <br />Mrs. Vickner, 464 Ewing Drive, addressed traffic and parking concerns. <br />She stated she did a visual survey and Ewing Drive has 20 homes on <br />it and at least half of the homes have three cars with some having <br />more. <br />Bill Hirst, 478 Ewing Drive, stated he lives two doors north of the <br />Mavis/Swing intersection. He stated he has no problem with this <br />particular application except that he objects to extending the cul- <br />de-sac through Mavis Avenue as recommended by staff because it will <br />not benefit the neighborhood and urged the Commission to recommend <br />against staff's suggestion with this regard. <br />Rick Wayne, 387 Ewing Drive, said he had no problem with the 48 lots <br />shown but that traffic on Vineyard is much too great at this time to <br />add additional multiples and is opposed to the townhouse portion of <br />the proposal. He stated he agrees with Mr. Hirst's statement regarding <br />the loop street -- he doesn't want it either. He stated that Rowell <br />Lane is still only a half street. Commissioner Lindsey asked Mr. Wayne <br />if Pico was completed, would Mr. Wayne still have concerns. Mr. Wayne <br />stated he agrees with the concerns expressed by Mr. Manning of the <br />homeowners association. <br />Carl Walter, 627 Rowell Lane, addressed the Commission. He said his <br />residence is located at the south end of Rowell, next to Lot No. 6 <br />and doesn't want an easement or cul-de-sac. He suggested another <br />cul-de-sac be opened to Mavis and disagrees with the densities <br />proposed. He stated also there is a problem in backing out of <br />driveways and the road would have to be made wider. <br />Chairperson Wilson asked the width of the paved area. Mr. Harris <br />stated he was under the impression it was standard street width. <br />Maureen Laurence, 438 Ewing Drive, stated this is a better proposal <br />than the one in December. She spoke, however, to the widening of <br />Vineyard to facilitate traffic with one side of Vineyard being under <br />County jurisdiction. <br />-4- <br /> <br />
