Commissioner Doherty stated he was concerned with the 13-14 lots <br />backing up to the proposal and reiterated that Mr. Bras intends to <br />keep the greenbelt. He stated perhaps all uses should be conditional <br />rather than permitted. Chairperson Wilson stated he would like to <br />review staff's recommendation with regard to the list of uses. He <br />stated it is very difficult to lease space with use permits required <br />for all uses. He felt it would be a hardship. <br />A motion was made by Commissioner Doherty, seconded by Commissioner <br />Lindsey, to recommend approval of case PUD-80-15 subject to the staff <br />report of 1/14/81 modifying Condition No. 2 to read as follows: <br />"That access to the site shall be determined at the <br />time of submittal of a development plan(s)." <br />Commissioner Jamieson stated it disturbs him when buyers of a resi- <br />dential area are told the wrong zoning for neighboring vacant parcels. <br />Chairperson Wilson said the only way to avoid this would be to purchase <br />a home in a fully developed area. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, Jamieson, Lindsey and Chairperson Wilson <br />Noes: Commissioner Getty <br />Resolution No. 1938 was then entered and adopted recommending approval <br />of case PUD-80-15 with the change as motioned to Condition No. 2. <br />UP-80-38, Ponderosa Homes <br />Application of Pon erosa Homes, Inc. for a conditional use permit for <br />a model home complex and subdivision sales office for the 140 lot <br />single family residential subdivision proposed to be constructed south <br />and east of Valley Avenue and Hopyard Road. The property is zoned <br />R-1-6500 (Single-Family Residential) District. <br />Mr. Harris explained the staff report. <br />The public hearing was opened. <br />Bill Lee, landscape architect, addressed the Planning Commission. He <br />requested they be given some latitude with regard to Condition No. 8 <br />as they like to clump various landscaping to make it particularly <br />appealing using some smaller plants. He said he would like to be <br />allowed to use 75~ of the trees 15 gallons and 75$ of the shrubs a <br />minimum of 5 gallons with the balance varying. <br />Ms. Hanson, Ponderosa Homes, addressed the balance of the conditions; <br />specifically, she asked that Condition No. 2 be changed to eliminate <br />the word completed, inserting the word 'paved'; Condition No. 10 to <br />reflect they can fly the American Flag.
