Tract 4758, James Price <br />Application of James Price for tentative map approval for Tract 4758 <br />for a proposed 35-lot townhouse subdivision of approximately 3.2 acres <br />of land at the northwest corner of Black Avenue and Harvest Road. The <br />property is zoned PUD (Planned Unit Development-High Density Residential) <br />District. <br />Mr. Harris reviewed the staff report and recommendation of approval. <br />Commissioner Jamieson asked Mr. Harris if the parking spaces were under <br />the building. Mr. Harris said that as he recalled garages were provided. <br />Chairperson Wilson stated that this was an outstanding project as he <br />recalled it. <br />The public hearing was opened. <br />James Price, developer for this project spoke. He said there is closed <br />parking as part of each structure. He said he had received a list of <br />conditions, worked with staff and all matters have pretty much been <br />resolved with a few exceptions. <br />Concerning the Engineering Report, first page, paragraph 5, he stated <br />he prefers 24 ft. driveway access so as not to eliminate any aesthetic <br />value. Concerning utilities, condition number 2 relating to street <br />lights, he said there will be lights at the exits and entrances to each <br />of the drives. He said it is their intention to include substantial, <br />lighting in the entryways and didn't know the City would require these <br />lights. He said the City Engineer indicated that perhaps the City <br />would look at plans and if necessary change the wording on this condi- <br />tion. Regarding fees -- he asked why the park dedication fees had to be <br />paid in advance of approval of a final map. Mr. Wilson explained. <br />Mr. Warnick also added that all inspection fees are paid before final <br />map. Mr. Price said, concerning sidewalks, Morrison's are 4 ft. and <br />asked why his must be made larger. Mr. Warnick stated it was staff's <br />attempt to do everything possible to provide bike paths along with <br />sidewalks but that a standard size sidewalk would be okay. <br />The public hearing was closed. <br />Commissioner Getty asked about the size of the driveways. Mr. Warnick <br />stated it would be well to get traffic off of the street as rapidly <br />as possible that is why 30 ft. is suggested instead of 24 ft. He said, <br />however, 24 ft. would work. Commissioner Lindsey said he couldn't foresee <br />that much traffic generated and had no problem with a 24 ft. driveway. <br />Commissioner Jamieson asked if 30 ft. would be required of all developers <br />or just Mr. Price. <br />A motion was then made by Commissioner Lindsey, seconded by Commissioner <br />Getty that Tract 4758 be approved subject to the conditions of the <br />staff report, changing condition number 5 to be 24 ft., utilities condition <br />number 2 to indicate 'or an adequate alternative worked out with the <br />staff subject to the approval of the City Engineer;' and that a 'standard' <br />sidewalk be provided. <br />-12- <br />_..,_._. __ _ __ . _ _.. , ..__.~ .~_... __ __._ __._.......__...__..r.. ._ .. __. <br />
