A negative <br />declaration of environmental impacts was also considered. <br />Mr. Harris presented the staff report. He reiterated that only zoning <br />and not a development plan is being considered at this time. <br />Robert Laurence, planning consultant for the applicant spoke saying <br />the owners are agreeable to the staff recommendation. <br />Lynn Bowers, Engineer for the project presented a lot size breakdown <br />to the Planning Commission. He said he realizes the Planning Commission <br />is not considering lot size at this time. He spoke to limitations <br />placed on a PUD regarding exemption from RAP while straight R-1-20 <br />rezoning is exempt.
