She said Neal Street will <br />be a problem when they build a restaurant there, the dirt area <br />will be completely filled everyday. She said she has no idea what <br />the Haps restaurant patrons will do on Neal Street when this <br />development is complete and to allow an infill of apartment uses <br />without the required parking is not fair. She said at least <br />eight people have asked her to be on a committee to work with <br />staff to look at the street plans. She addressed parallel parking <br />on Peters on one side. She said with proper striping of lots, we <br />could probably_accommodate more people in this town. <br />Mr. Harris stated that the proposal is to reduce existing parking <br />requirements for residential use in the C-C District and to put <br />them back to where they were two years ago. He said it used to <br />be one space per unit. <br />Commissioner Getty said there is more commercial development down- <br />town than there ever has been, but why create a problem with houses <br />and compound the problem. <br />Mr. Harris said the matter can be taken up with the City's traffic <br />committee. Commissioner Getty said she would like to see the <br />Planning Commission involved in the planning. <br />Commissioner Jamieson said they have been talking about a parking <br />district for 17 years but have done nothing. <br />Commissioner Doherty said that perhaps it would be best to go <br />through the traffic committee to look at the entire parking for <br />downtown, with the aide of the Downtown Association and Planning <br />Commission to determine not just the current problems but what we <br />want to do with regard to other matters in the downtown area. He <br />said he has to concur that in granting variances it takes away <br />from the incentive to establish a parking district. He reiterated <br />that he was for the Gay 90's proposal but just couldn't recommend <br />it because no findings could be made to grant a variance for <br />deficient parking. <br />Commissioner Lindsey said he is really concerned about the lack of <br />low cost living units and agreed with Commissioner Doherty that <br />the entire downtown picture should be considered. <br />Commissioner Jamieson said he is concerned with parking and would <br />like some assurance that these units (276 Spring Street) proposed <br />would not be converted to condominiums at a later time and that <br />we need a condominium ordinance. <br />J. Jack Bras addressed the Board, he cited the new Mavridis building <br />at 618 Main (behind Dean's deli) and the proposal at 276 Spring <br />Street. He said that there is a real need to relieve the parking <br />problem, but he would urge the Commission to consider making the <br />-5- <br /> <br />
