Chairperson Wilson pointed to the need for affordable housing with <br />everyone recognizing the fact but that no one wants to have it <br />wherever it is proposed. <br />Cliff Bates, son of the owner of the adjacent property, asked Chairperson <br />Wilson to read his letter of 1979 concerning possible impacts on the <br />proposed residential mobile home park with regard to his chickens. <br />He cited a case in Manteca where a pre-existing chicken ranch was <br />removed because they were offensive to their residential neighbors. <br />He said that on 11/25/80 the City Council said that a mobile home <br />park couldn't go there until Pico crossed the Arroyo. Mr. Bates, Sr. <br />said this project as proposed would put them out of business. <br />Art Dunkley, 205 Main Street, hoped that the City Council would consider <br />the extension of Pico in their capital improvement program within the <br />next three years. <br />The public hearing was closed. <br />Mr. Harris stated that one of the conditions of the annexation of the <br />4.7 acre site next to the Hacienda Mobile Home Park is that there be <br />no development on this property until Pico goes through or there is <br />some alternative solution. <br />Discussion then ensued between Commissioner Doherty and the Commission <br />concerning affordable housing with regard to modular or mobile home <br />type parks. <br />A motion was made by Commissioner Jamieson, seconded by Commissioner <br />Getty that the mitigated negative declaration be recommended for approval <br />and that Condition No. 3 of the staff report is the mitigating con- <br />dition which will reduce significant environmental impacts to insigni- <br />ficant. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, Getty, Jamieson, Lindsey and <br />Chairperson Wilson <br />Noes: None <br />Resolution No. 1976 was then entered and adopted recommending approval <br />of the mitigated negative declaration for case RZ-81-2. <br />A motion was then made by Commissioner Doherty, seconded by Commissioner <br />Getty that case RZ-81-2 be recommended for approval subject to the <br />three conditions shown in the staff report of 4/8/81 changing Condition <br />No. 3 to read as follows: "That no development take place in any part <br />of the subject area until a road connection has been established <br />between Pico Avenue and Stanley Boulevard. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, <br />Chairperson Wilson <br />Noes: None <br />Getty, Jamieson, Lindsey and <br />Resolution No. 1977 was then entered and adopted recommending approval <br />of case RZ-81-2. <br />-9- <br />____.__._ _,T,....._ _ ._ _. _. ___ _. _,._ __.
