Resolution No. 1981 was then entered and adopted denying application for <br />case UP-8Q-15. <br />The applicant was then advised they have 15 days in which to appeal this <br />decision to the City Council. <br />David Biasotti said that staff had told him the only reason Condition <br />No. 3 was in the report was because it was in another case of a similar <br />nature and that they did not have feelings on this matter one way or <br />the other. Commissioner Doherty reiterated that he had a problem in <br />removing Condition No. 3 of the staff report. Vice Chairperson Getty <br />stated that the applicant can appeal Condition No. 3 of the conditional <br />use permit to City Council. <br />UP-81-6, Hagstrom Properties and George Cole <br />Application of Hagstrom Properties and George Cole for a conditional use <br />permit to operate a restricted access and/or fee parking lot on the parcel <br />adjacent and to the south of 652 Main Street (Pleasanton Foods) now <br />used for unrestricted local parking. Zoning for the property is C-C <br />(Central Commercial) District. <br />Mr. Harris presented the staff report from the previous month concerning <br />this application. He said he did not receive a new site plan from the <br />applicant. <br />The public hearing was opened. <br />Bill Hirst, 147 Bernal Avenue, spoke representing the applicant. He <br />gave a site plan to the Planning Commission for review. He urged approval <br />of his applicant's request, at least on a trial basis. Mr. Hirst indi- <br />cated they would regulate Railroad Avenue entrance with the attendant <br />and signs. <br />Vice Chairperson Getty asked about parking fees. Mr. Hirst said there <br />wouldn't be a per auto charge. Commissioner Lindsey asked if the basic <br />change from the existing situation is that a booth and signs are being <br />added. Mr. Hirst said this is true and the preclusion of the entrance <br />from Railroad Avenue. Commissioner Jamieson asked if both entrances <br />off of Main Street would be used and Mr. Hirst responded that they both <br />would be used. <br />Commissioner Jamieson said he had a problem with the two parking places <br />on the right hand side because it would be difficult to get into and out <br />of without having a potential hazard. Mr. Hirst said he is not even <br />sure that striping now exists for this portion of the lot. <br />Commissioner Jamieson then inquired about the Bianchi property and the <br />concerns expressed by Mrs. Bianchi during the April meeting regarding <br />hazards to her property because of the parking lot and ingress/egress <br />from Railroad Avenue. Mr. Hirst said that by putting signs up in the <br />parking lot concerning Railroad Avenue and having the attendant present <br />would minimize the risk to the Bianchi property. Commissioner Jamieson <br />said he wanted assurance that this property would be protected by the <br />inclusion of a wheel barrier or some other device.
