cant is asking the Planning Commission to reconsider their appeal. <br />Gregg Davies, a partner of CPS & Associates addressed the Commission. He <br />explained the purpose of the changes, i.e., marketability of the lots and <br />that they were attempting to connect Santa Rita Road to Pico and beyond. He <br />stated that connection is essential for traffic flow and exposure to the <br />project. He presented a pamphlet, breakdown of cost related to Santa Rita/ <br />Valley Avenue and Pico. He presented color renderings and maps for review. <br />Mr. Davies expects to meet with adjacent property owners next week in an <br />attempt to accomplish his objective in connecting to I-580 without going <br />through Kaiser property. <br />Commission Jamieson asked who the property owners are and Mr. Davies listed <br />them. <br />Mr. Warnick stated that he has discussed the matter with the PUC, Southern <br />Pacific and Western Pacific Railroad and that they would be in favor of the <br />proposal if it would substitute a public crossing for a private crossing. <br />Mr. Davies spoke of the feelings of several developers - some are in favor, <br />some have an open mind and others can see no benefit to them. Mr. Davies <br />stated they are attempting to maintain the integrity of the basic plan and <br />that the lots are one acre in size, but that the pattern of the street is <br />different. He stated a circular street is an unsafe configuration and ex- <br />plained why. He further stated that lots on circular streets are hard to <br />market. <br />Commissioner Doherty, Mr. Warnick, and Mr. Davies discussed three-way stop <br />signs concerning the property. He presented a landscape plan. He further <br />stated that the changes proposed are interior and the orignial approval of <br />the project with all of the conditions will be maintained. Concerning the <br />landscape plan, he stated they will plant probably more trees than originally <br />approved and they would probably be a larger species. <br />Commissioner Getty asked that if you visited lots 23 and 24 you would come <br />out on Valley Avenue and turn at the main entrance. Mr. Davies explained <br />this using his exhibit. <br />Commission Doherty addressed Lots No. 1 and 23 with 24 coming onto Valley <br />Avenue and No. 1 dumping interior street, expecially at busy times of the <br />day may cause a problem. <br />Mr. Davies stated that this problem would probably not be solved but that <br />lots No. 1,2,24 and 23 will probably be office oriented. Mr. Davies stated <br />they would have less lots than the Caroline project had approved. <br />Mr. Harris stated that the tentative map will be addressed by the Planning <br />Commission and the Design Review Board will consider each individual building. <br />Commissioner Jamieson asked if the lots would be the same size. Mr. Davies <br />said they would be essentially the same, i.e., one to 2.5 acres whereas <br />Caroline had a little over two acre lots at the maximum. <br />John Caroline, Pleasanton Avenue, Pleasanton and previous owner of the 69 <br />acres in questions stated that they had a problem when he was selling the <br />property because of the circular streets. He stated it is the general concensus <br />of opinion that the lots are not marketable-- no one wants lots circular <br />streets. <br />-2- <br />
