Mr. Greves asked that consideration be given to sewer, water and <br />traffic impacts. Lee Nelson, 4866 Treewood stated the project <br />would block his view of the ridge. Commissioner Jamieson addressed <br />Mr. Nelson, Mr. Greves, and Mr. Listman stating it is difficult to <br />understand how one house is going to make an impact on the traffic <br />situation. Commissioner Jamieson said he fully appreciates the <br />citizens' concerns but that this type of density will not effect Foothill <br />Road's traffic conditions one way or the other and that other develop- <br />ments will effect it much more and that one or two units will not <br />block the view of the ridge. <br />DeWitt Ault, 4848 Treewood, asked what is going to happen to the west <br />side of Foothill and asked who is responsible for the widening. Mr. <br />Warnick explained. Mr. Greves stated that use of R-1-40,000 makes <br />one think of multiple residences in the area and that if Mr. Newnam <br />just wants to build one house he should be allowed to do it and said <br />he didn't understand why the City is using R-1-40,0000 when all Mr. <br />Newnam is asking for is one house. <br />Mr. Harris explained that the Newnam, Hempe and Greves properties are <br />all Low Density Residential and that when Mr. Newnam came in for a lot <br />line adjustment, staff suggested R-1-40,000 to make the area in con- <br />formance with the general plan and the Agriculture is a holding zone. <br />Mr. Greves stated it seems to him that you can't zone something for <br />development when it includes an area subject to slipping and sliding. <br />Mr. Harris stated if it could be proven that the property is hazardous <br />for residential in some manner then the general plan should be changed <br />on that property. <br />The public hearing was closed. <br />A motion was made by Commissioner Jamieson, seconded by Commissioner <br />Lindsey that the negative declaration prepared for case RZ-81-8 be <br />recommended for adoption as the proposed rezoning would have no signi- <br />ficant adverse environmental effects on the area. <br />ROLL CALL VOTE <br />Ayes Commissioners Doherty, Jamieson, Lindsey, Wilson <br />and Chairperson Getty <br />Noes None <br />Resolution No. 2012 was then entered and adopted recommending approval <br />of the negative declaration prepared for case RZ-81-8. <br />A motion was then made by Commissioner Wilson, seconded by Commissioner <br />Jamieson that case RZ-81-8 be recommended for approval subject to the <br />conditions set forth in the staff report of 6/10/81. <br />ROLL CALL VOTE <br />Ayes Commissioners Doherty, Jamieson, Lindsey, and <br />Chairperson Getty <br />Noes None <br />Resolution No. 2013 was then entered and adopted recommending approval of <br />case RZ-81-8 as petitioned. <br />-5- <br />_ . _. ...__~.__ __ ._~ __ _ ~ _ _ _ T.__.. __ ~__ _. _., _ . _ _ _.. __, .r__ ,_... . <br />
