PUD-81-4, Southern Pacific Railroad <br />App ication o Sout ern Paci is Transportation Company for develop- <br />ment plan approval of an approximately 80,000 sq. ft. commercial/ <br />office development to be located between First Street and the SPRR <br />right-of-way from Angela Street to the extension of Bernal Avenue <br />and between Neal Street, Angela Street, the SPRR right-of-way and a <br />line approximately 250 feet east of Main Street and rezoning of the <br />site to PUD-Commercial/Offices; also to rezone the Delucchi and <br />Wayside Parks located on the west side of First Street between <br />Angela Street and a point approximately 350 feet north of Neal <br />Street. from the C-C (Central Commercial) to PUD (Planned Unit <br />Development-Parlt) District. The property is zoned C-C (Central <br />Commercial) and 0 (Office) District. A negative declaration of <br />environmental impacts will also be considered. <br />Mr. Harris reviewed the staff report and discussed the negotiating <br />process which took place. <br />There was considerable concern and discussion regarding parking <br />for Mr. Gale and Hap's Restaurant in addition to the new restaurant. <br />Mr. Harris mentioned that a small parcel of land belonging to Mr. <br />Gale would be used as a loading area for Hap's but that would all <br />be decided prior to issuance of building permits. <br />Commissioner Jamieson inquired if the large tree in the rose garden <br />would be kept and Mr. Harris said it would. <br />Commissioner Jamieson then asked about condition 7 and sprinklers <br />for the restaurant. <br />Commissioner Wilson again discussed the parking problem and <br />indicated they were 29 spaces short. He inquired about the <br />requirement of having compact car parking spaces. Mr. Harris <br />indicated the City does not have an ordinance covering this. <br />The public hearing was opened. <br />Mr. Ken Rounsevi7l.e engineering representative, indicated they <br />concurred with all the conditions and asked for approval of the <br />Commission. <br />Mr. Nick Daniloff, architect, presented additional drawings to the <br />Commission. <br />Commissioner Jamieson wanted to see the landscape plan. All parties <br />gathered at the front desk to discuss and review the plans presented. <br />All agreed they were satisfactory. <br />William Gale spoke to the Commission indicating he had an agreement <br />with Southern Pacific and he would give a license for use of his <br />parking after business hours. He also indicated that Oscar Osness <br />believed there would be a permanent easement to accommodate 12-13 <br />stalls. He also indicated he wanted the right to close off the <br />-9- <br />
