It was determined after the above discussion, the schedule for the <br />meetings would be as follows: <br />1. Meetings held second and fourth Wednesday of each month. <br />(Recognizing it couldn't commence until October 1981) <br />2. Meetings to start at 7:30 p.m. and end approximately <br />11:00-11:30 p.m. <br />3. Planning Commission meetings to allow no more than <br />30 minutes per item and Board of Adjustment and <br />Design Review Board 15 minutes per item. <br />Commissioner Wilson asked that staff advise Planning Commission what <br />action City Council has taken with regard to Council referrals. It <br />was agreed that this would be put at the beginning of each agenda in the <br />future. <br />Commissioner Wilson stated that he has never had a City Council member <br />ask why the Planning Commission voted the way they did on any case and <br />yet they would overrule Planning Commission recommendation. Chairperson <br />Getty stated it would be a good idea to have a Commissioner present, <br />perhaps on an alternating basis, at each City Council meeting repre- <br />senting the Commission's position even if the particular Commissioner <br />representative was a minority vote on a matter. <br />Chairperson Getty brought up a hazardous traffic condition on the east <br />side of Pico by Kottinger Drive and that there should be a "No Parking" <br />sign placed on the easterly side of Pico between Kottinger and the end <br />of the park. <br />Chairperson Getty also stated that the League of Cities has a conference <br />scheduled 10/17-10/20 and if anyone was interested they should get the <br />agenda from her. <br />OLD BUSINESS - Public Hearings <br />UP-81-10, Kaiser Sand and Gravel <br />Application of Kaiser Sand and Gravel for a conditional use permit which <br />would allow the installation and operation of an asphaltic batch plant <br />on their premises located at 3311 Stanley Boulevard. The property is <br />zoned I-G (General Industrial) District. A negative declaration of <br />environmental impacts was also considered. <br />Mr. Harris explained the staff report. He suggested that action be <br />taken on the use permit and take action with regard to left and <br />right-hand turns into their driveway at the design review stage on <br />8/13/81. <br />The public hearing was opened. <br />Jack Heck, representing Kaiser, said he has read the staff report and <br />does not object to any conditions imposed by it. <br />-3- <br />
