Z-81-66, Amador Valley Savings and Loan Association <br />Application of Amador Valley Savings and Loan Association for design <br />review approval for an approximately 7,000 sq. ft., two-story savings <br />and loan building to be located on the west side of Main Street, 225 <br />ft. south of the intersection of Bernal Avenue and Main Street. Zoning <br />for the property is C-C (Central Commercial/Civic Overlay) District. A <br />negative declaration of environmental impacts will also be considered. <br />This matter was continued to September 16, 1981, for completion of the <br />plans. <br />PUD-81-16, Morrison Homes <br />Application of Morrison Homes for development plan approval for a 75 <br />lot single-family residential Planned Unit Development to be located <br />on the north side of Valley Avenue, between Kolln Street and the <br />Southern Pacific Railroad tracks. The zoning for the property is PUD- <br />Medium Density Residential (Planned Unit Development) District. A <br />mitigated negative declaration of environmental impacts was also <br />considered. <br />Mr. Harris explained the staff report and trade off for previous <br />public improvements. <br />Commissioner Wilson asked if the City has the original approved PUp. <br />Mr. Harris stated it does. <br />Chairperson Getty asked about a park and soundwall. Mr. Harris <br />stated there is a park at this location and that there is no justi- <br />fication for a soundwall. <br />Commissioner Wilson addressed Item No. 8 of the negative declaration <br />and whether or not access should be deleted. Mr. Harris stated that <br />the original plan did not have access. Commissioner Lindsey, with <br />regard to the negative declaration, asked if any consideration was <br />given with regard to Utility Vault being so close concerning noise <br />because that company works swing shift. Mr. Harris stated that <br />primarily vehicular traffic on Valley Avenue was looked at but that <br />Utility Vault had to adhere to the noise ordinance under City Code. <br />The public hearing was opened. <br />Barney Knox, Morrison Homes, stated <br />the conditions imposed in the staff <br />any questions.
