Mr. Harris also reported that inasmuch as November 11, 1981 is Veterans' <br />Day and a City holiday, the Planning Commission should consider having <br />their first meeting November 12, 1981, Thursday evening and if a <br />second meeting is required it should be held on November 18, 1981. <br />After checking their calendars, the Planning Commission concurred with <br />this scheduling. <br />Commissioner Doherty stated he would be out of town November 20 and <br />back on the 29th. <br />MATTERS INITIATED BY THE COMMISSION MEMBERS <br />Commissioner Lindsey brought up a recent application for an ice cream <br />parlour in the downtown area which was denied because of insufficient <br />parking. He recommended that the staff review the ordinance for parking <br />requirements for downtown business and come back to the Commission with <br />a recommendation for that area. Commissioner Jamieson stated that this <br />direction was given at the last meeting and Mr. Harris stated that a <br />report will be back on October 28 or November 12. Commissioner Doherty <br />stated there is a real need for a parking assessment district in the <br />downtown area and that the situation in the downtown area is getting <br />worse, not better. Commissioner Wilson asked if the staff recommendation <br />on the ice cream parlour was to approve the application. Mr. Harris <br />stated a negative recommendation was made based upon the technicalities <br />of the code with regard to making the appropriate findings to grant a <br />variance. Commissioner Wilson stated that the previous use of the busi- <br />ness was a beauty parlor with four beauty operators and at least four <br />customers and that from what he could tell, no one brought that point up <br />at the meetings and that if this is a trend, the vacant stores in <br />town will not be rentable. He brought up the Castle Bar which was <br />recently closed and now reopened without required parking. Mr. Swift, <br />Assistant City Attorney, stated that the business was closed at the <br />request of the City for reconstruction to make the building meet code <br />requirements and that this business was in operation prior to the <br />code on parking requirements and that because it was closed at the request <br />of the City, it is the City Attorney's opinion that the ninety day period <br />for closing does not apply in this instance. <br />Commissioner Doherty brought up the new bar on Old Santa Rita Road and <br />that even in a new development, where parking is watched and where <br />business proves to be good, sometimes parking problems arise. Chair- <br />person Getty stated it is pointed out that size of the business doesn't <br />determine the parking needs of the business. Mr. Harris stated there <br />is no way of knowing how successful a business will be. <br />Commissioner Jamieson asked the Director of Public Works <br />to check into the possibility of having reflective paint <br />of the dividers on Santa Rita Road. He stated that the <br />done this on Stanley Boulevard quite successfully.
