Mr. Harris presented the staff report stating that the applicant has <br />redesigned the project to accommodate the parking code. <br />Commissioner Jamieson asked about the landscaping program with regard <br />to the rose garden. He asked if Mr. Harris knew the size of the rose <br />garden. Mr. Harris stated it occupies one half block between <br />Angela and Abbie Streets. <br />Mr. Harris said that the negative declaration attached to the proposal <br />is the same one submitted previously. He said the only discrepancy <br />is where the negative declaration addresses insufficient parking <br />inasmuch as the plan has been changed to provide more than ample <br />parking. <br />Commissioner Wilson asked if Item No. 7 of the Initial Study had to <br />be changed. Mr. Harris stated it could be crossed out where it speaks <br />to deficient parking. <br />Commissioner Doherty asked if there is any problem in adding con- <br />ditions stipulating "approval of this project is contingent upon the <br />City successfully negotiating a long-term lease, not less than 10 <br />years, with Southern Pacific for those areas of park land." Mr. Harris <br />indicated that since they are meeting City parking requirements the <br />staff had not tied this project to the lease. Commissioner Doherty <br />argued that if we want to keep the parks, it would be a good idea to <br />tie the matters together. <br />Commissioner Getty asked why the City wants the applicants to put in <br />a planter strip on the streets between the curb and sidewalk. She <br />stated that if there is going to be parking at all on First Street <br />people getting in and out of their cars would have to go through <br />junipers or whatever type plant material would be furnished and that <br />it would perhaps be better to have a sidewalk to the street. Mr. <br />Warnick said the concern of the City is to separate the pedestrian <br />from the vehicular traffic as much as possible. He indicated that the <br />City would be happy with a 10 ft. sidewalk with tree pockets <br />occasionally. <br />The public hearing was opened. <br />Steve Gibson, Axiom Group, the developer of the Southern Pacific <br />property, addressed the Commission. He said he has reviewed the <br />conditions of the staff report and agrees with them but did ask for <br />clarification concerning conditions #3, 23, 34 and 35. He said with <br />regard to condition #3, five of the parking spaces have been allocated <br />for 24 hours per day, seven days per week to Hap's. He further asked <br />that regarding condition #23, he would like traffic control devices <br />stricken because this is covered in conditions #34 and #35. <br />Mr. Warnick indicated that traffic control devices cover more than <br />signals and also speaks to signing, etc. <br />-4 - <br />
