This matter is continued to 12/1/81, 7:00 p.m., Alameda County <br />Fairgrounds. <br />PUD-81-23, Thomas J. Orloff <br />Application of Thomas J. Orloff for development plan approval and <br />PUD-High Density Residential zoning which would allow the con- <br />struction of 150 apartment units and 24 condominium units on a <br />9.31 acre site located on the south side of Valley Avenue imme- <br />diately west of Safeway shopping center, north of Amador park and <br />east of the single-family residential lots fronting on Brooktree <br />Way. The property is zoned A (Agricultural) District. A negative <br />declaration of environmental impacts will also be considered. <br />Mr. Harris reviewed the recommendation of approval as shown on the <br />staff report. He indicated that since the last meeting on this topic <br />some letters were received in support of the application and dis- <br />tributed to the Planning Commissioners. He also indicated a traffic <br />report has been prepared within the last month and it doesn't <br />recommend any changes in the proposal. <br />Commissioner Lindsey inquired about the 'worm diverter' as suggested <br />by the traffic engineer. Mr. Warnick responded that he feels it <br />is needed now whether proposal is recommended for approval or not. <br />Mr. Warnick stated the City wants to consider this at an officially <br />noticed meeting. <br />Chairperson Getty stated everyone who desires to speak on this issue <br />may do so and she asked the audience to keep their comments brief <br />and concise and asked that comments not be repetitive. <br />The public hearing was opened. <br />Tom Orloff, 6288 Clive Avenue, Oakland (property owner), gave a <br />presentation on the history of the property including property pre- <br />viously owned by the Orloff's on which Pleasanton Valley has developed. <br />He said he has had many inquiries and offers on the property but not <br />until Messrs. Ferreri, Matteson, et al came along with an attractive, <br />high quality project was he interested in becoming part of a joint <br />venture to improve the property. <br />Mogens Mogensen, the architect for the project, 1424 Chapin Avenue, <br />Burlingame, presented color renderings. He said they have talked to <br />some of the neighbors in the area and have tried to address some of <br />their concerns. He indicated Mr. Matteson would present the <br />technical issues and Mr. Kenzel would address the traffic report. <br />Mr. Mogensen then addressed the amount of landscaping proposed, number <br />of units and that one half of the units would be single story with <br />the other half being 1-1/2 stories with a recreation building, pool, <br />spa, two tennis courts, etc. He stated there are covered parking <br />spaces for 198 cars and that the total parking would be for 378 cars <br />or over a two-to-one parking ratio and up to 300 landscaped areas. <br />He said after talking to the neighbors they are willing to change <br />the exterior stucco material to wood or earthtone type materials <br />with the roofing. <br />-2- <br /> <br />
