Mike Rockhold stated that based on the two freeway interchanges <br />(I-580 and I-680), the large major users will be in the larger <br />buildings proposed. <br />Commissioner Jamieson asked Mr. Rockhold to explain the orientation <br />of the buildings as depicted on the scale model. Mr. Rockhold <br />explained the siting of the large five-story buildings as well as the <br />smaller ones. Mr. Rockhold said several ideas were explored and they <br />have softened the entire approach not only to allow people in the <br />center in, but otherways as well; for example; there will be an <br />amphitheatre for Saturday functions. He said this area will be huge <br />and it will provide a large park in an effort encouraging public use. <br />He then said materials selected are brick and black glass to soften <br />the appearance of the project. He further explained the model. <br />Preston Cox explained the building clustering and that they wanted <br />something of special interest and for each building to have its own <br />identity. He referred to the Embarcadero Center in San Francisco <br />where a development with a plaza had been constructed and that they <br />have two or three levels of retailing and various other businesses <br />throughout. He said the development probably will have a par course <br />indicating it is very desirable for people to both be near water and <br />other pleasant outdoor amenities. <br />Mr. Cox said one of the good things about having a very large piece <br />of land is the ability to create configurations and open space so <br />that the public in general can stroll through and appreciate it. <br />Mr. Rockhold addressed access for the Fire Department and that the <br />entire system has been integrated with paving and a park system and <br />that in an initial meeting with the Fire Department they came up <br />with a cohesive plan that satisfied both developer and the Fire <br />Department. <br />Bill Fisher addressed the Drachman method of parking utilizing one <br />side for small autos and the other for larger ones. He stated there <br />is a high percentage of compact cars being used and that in fact <br />a study done for California indicates 65~ of the cars are medium <br />size or smaller and that earlier studies done by George Devlan shows <br />that 51~ of the California cars are subcompact or compact. He said <br />that the Stanford Medical Center employs the Drachman system and <br />it works well. He further stated the size of the bays proposed for <br />Pleasanton are 54 ft. and not 48 ft. as used in the Drachman method <br />of parking. He then furnished pictures for the Commission to review. <br />Mr. Fisher explained the psychological effect of a larger car trying <br />to park in a compact space. Commissioner Lindsey asked the result <br />if a large car should park in a small car space. Mr. Fisher said <br />that with 54 ft. bays there would be no problem. Mr. Fisher then <br />distributed data regarding the Drachman method of parking. He <br />also distributed material on van pooling/ride sharing.
