Page 8 <br />b4inutes <br />Planning Commission <br />A negative declaration of environmental impacts will also be <br />considered. <br />Mr. Harris reviewed the staff report. <br />Commissioner Wilson asked why the recommendation of PUD-Residential <br />was made. Mr. Harris responded that this is in conformance with <br />the General Plan. <br />Commissioner Jamieson asked of Low Income or Affordable type units <br />will be proposed for the property. Mr. Harris said that the property <br />owner hasn't proposed anything at this time. <br />Mr. Harris indicated that a portion of the property will be <br />Medium Density and a portion will be Low Density Residential to <br />conform to the General Plan. <br />Commissioner Jamieson recalled that this area has been the topic <br />of continuous discussions and problems regarding traffic. He <br />added a moratorium existed a couple of years ago in Vineyard Avenue <br />but this decision was overriden by City Council. <br />Commissioner Doherty stated that there has been a moratorium and <br />project approvals have been keyed to Pico's connection to Stanley <br />Blvd. He indicated another concern was the widening of Vineyard <br />Avenue and those were the concerns of the Commission. <br />The public hearing was opened. <br />Matilda Teixeira, 2820 Vineyard Avenue, the property owner said <br />she had no questions of the staff report and that Mr. Harris had <br />explained her ideas well. <br />The public hearing was closed. <br />Commissioner Jamieson indicated he would support Low Density <br />Residential zoning. Chairperson Getty stated that the General Plan <br />requires the property to be Medium and Low Density Residential. <br />1`Zr. Harris confirmed that statement saying the General Plan would <br />have to be changed for the entire property to be Low Density <br />Residential. <br />A motion was made by Commissioner Doherty, seconded by Commissioner <br />Wilson recommending approval of the negative declaration prepared <br />for case RZ-81-24 as approval of the project would have no <br />significant adverse effect on the environment. <br />ROLL CALL VOTE <br />Ayes Commissioners Doherty, Wilson, Jamieson <br />and Chairperson Getty <br />Noes None <br />Absent Commissioner Lindsey <br />Resolution No. 2103 was then entered and adopted recommending approval <br />of the negative declaration prepared for case RZ-81-24. <br />_ _ , .. ___ <br />r- .. ..._.__ __. _. .. _.._.. ...__. <br />
