Minutes <br />Planning Commission <br />Page 3 <br />had this in mind when they had this planned. He stated the City <br />Council hasn't decided the number of units, exemptions, percentage <br />of units to be exempt. He said that in all project approvals there <br />is a condition regarding the City not guaranteeing sewe r <br />availability and that in his opinion there are none available. <br />For these reasons he would ask City Council to put a moratorium <br />on applications until these matters are decided. He said a decision <br />must be made regarding housing; and, if in fact, we have approved <br />more than we have sewers for and if the City is asking for a <br />ch ange to the General Plan for 1986, now is the time to change the <br />Plan and that right now with 600 units approved you couldn't <br />approve any more units for four or five years because the <br />holding capacity for 1986 is being reached and it is time to stop <br />all of this. He urged all of the Commissioners to support the <br />request for a moratorium on applications until all of these points <br />have been clarified and determined. <br />Commissioner Doherty stated he supports Commissioner Wilson's <br />suggestion and that the Commission is wasting the applicants' time <br />hearing applications for industrial and commercial if in fact there <br />is no sewer capacity. He indicated direction from the City Council <br />is needed as to what capacity is left, distribution of capacity and <br />how much they want to give affordable housing, higher cost housing <br />and how much they want for other developments and he supported <br />Commissioner Wilson's recommendation. <br />Commissioner Jamieson strongly supported Commissioner T~lilson's <br />motion and has felt for a number of months that no one in the staff <br />or City Council level knows the definition of 'affordable housing' <br />and that in his opinion it has been an excuse for developers to come <br />and get development approval because they show on their schedule <br />the development is for 'affordable housing.' <br />Chairperson Getty stated she goes .long with comments of the <br />other Commissioners. She asked Councilwoman Karin r4ohr to address <br />this matter. <br />Councilwoman Mohr said she could not speak on behalf o~ her <br />colleagues but shares the concerns expressed. She said that <br />Brown-C al dwell is doing a study which is due next month on sewer <br />capacity and that until the report is received and DSRSD responds <br />to the study she couldn't say how much capacity is left. <br />Assistant City Attorney Brian Swift said the moratorium would be <br />the easiest way to stop proposals pending the sewer and affordable <br />housing studies. He indicated that the general plan capacity was <br />considered in the 1976 study of the General Plan and the City <br />Council can change that if they so desire and that the policy right <br />now in the Growth P4anagement Element and the Supplement to the <br />General Plan took into consideration the 1976 review and it hasn't <br />been changed from 1976 to the present. <br />A motion was made by Commissioner Wilson, seconded by Commissioner <br />Jamieson that a request be made to City Council that a moratorium <br />on future applications be put into effect pending the sewer study <br />and direction from Council concerning the items he has raised. <br />
