Minutes
Planning Commission
Page 4
Commissioner Doherty then asked about the areas in Stoneridge
and would they also be effected. Commissioner Wilson indicated it
is his desire that staff recommend individual projects which
already have purchased sewer capacity be addressed in the staff
report and not covered under the moratorium.
Mr. Harris asked if the Commission is asking for a total moratorium
or is expecting staff to go to City Council with a report with a
staff recommendation. Commissioner Wilson reiterated that the
City Council has to say how much affordable housing they will
allow, where and how many units. He further asked, 'where is the
quality'. He said that when there are no amenities for 13/14 units
to the acre he is concerned. Commissioner Doherty stated that
with regard to anything the staff is currently working on that they
make the developers aware of this proposed moratorium so that
everyone will know the reasoning behind this proposed action.
Commissioner Wilson advised that he would be available December 10
by telephone to answer anyone's questions.
ROLL CALL VOTE
Ayes
Noes
Absent
Abstain
Commissioners Doherty, Jamieson,
Wilson and Chairperson Ge tty
None
Commissioner Lindsey
None
Resolution No. 2100 was then entered and adopted requesting the
City Council to place a moratorium on development applications for
those projects not yet having their sewer permits until such time
as the capacity question can be resolved, it is decided how many
affordable units are needed, where they should go, percentage to
be exempt, how much sewer should be allocated for other projects
including residential, commercial, industrial and office.
MATTERS NOT ON THE AGENDA
Wes Jordan, 1039 Riesling Drive, addressed the Planning Commission.
He stated he is a new Pleasanton resident recently coming ,from
Tracy. He addressed the proposed sewer moratorium and that the
City will run into problems with it, especially concerning older
lots of record in town. He said this was a problem in Tracy.
He said this would create an inflated sewer value.
Commissioner Wilson said this moratorium should not be for a
long period of time, but just take as long as necessary to prepare
a report addressing the concerns expressed.
OLD BUSINESS - Public Hearings
PUD-81-22, Daon Corporation
This application was continued to December 16, 1981, 7:OOpm,
Alameda County Fairgrounds Cafeteria.
