Minutes <br />Planning Commission <br />Page 2 <br />Mr. Jamieson explained that as a public body the Commission <br />must consider all applications. <br />Mr. Harris stated that the application of W. R. Grace is being <br />continued at the request of the applicant for further market <br />studies. <br />Chairperson Joyce Getty announced that a sheet of paper would be <br />furnished so that anyone desiring notice concerning this property <br />will be advised of the next public hearing date should they so <br />desire. <br />MATTERS IN'IT'IATED'BY THE COMMISSION MEMBERS <br />Commissioner DeWitt Wilson stated he wants to bring up what he <br />considers to be a serious situation in Pleasanton. He said that <br />there are a number of applications coming before the City and <br />that in his opinion he doesn't feel there is sufficient sewer <br />capacity to take care of all of the applications. He indicated he <br />estimates that there are equivalent to 600 dwelling units or less <br />worth of sewer and if this door is opened for affordable housing <br />(total amount to exceed 600 dwelling units), not taking into <br />consideration City property which may be more, it would mean, in <br />his opinion, no sewers would be available for any other residential <br />development approved heretofore, future office buildings, commercial <br />or industrial. He said Stoneridge has sewers which they have <br />purchased, Reynolds and Brown; and Meyer he believes have theirs <br />and he is not sure what Prudential has (he understands they may <br />have their own plant), but in other areas a problem could be <br />created if the affordable housing (all units proposed) are approved. <br />He said the City is leaving themselves open for more lawsuits and <br />that if in fact 600 affordable units were approved, that would take <br />care of the schedule through 1986 unless the General Plan is <br />amended regarding the holding capacity.. He further stated that the <br />City Council has not said what they will approve for affordable <br />housing, how many they would exempt, exempt from RAP and he believes <br />City Council should make these decisions. He said if you have <br />250 units and 20% are affordable, he asked if the other 80% would <br />be exempt from the allocation program; -- City Council has not <br />decided this issue. Further, the effort is to hurry and approve <br />affordable housing because of participation in the bond program. <br />Commissioner Wilson said if they get $3,000,000, $150,000 would <br />have to be put up, but if there are no sewers, the City is putting <br />itself in jeopardy and builders could file an action against the City. <br />He indicated two things have to be considered; one is sewers and <br />two; the General Plan requirements through 1986. He also stated <br />that there isn't any question we need affordable housing and he <br />supports that, but he doesn't know many will be needed or if they <br />will be exempt. <br />Commissioner Wilson indicated quality has to be considered in the <br />developments and he is not seeing quality in the projects presented <br />to date. He said that single-car garages with no off-street <br />parking for guests, narrowness of streets and making the projects <br />too dense is not quality and he further doesn't believe the Chamber <br />
