Mr. Harris presented the staff report stating that the number of units <br />proposed has been reduced to 252 per the revised site plan. He further <br />explained that the applicant desires to participate in the mortgage <br />revenue bond program and that a letter received from the East Bay <br />Regional Parks District shows that agency as wanting an EIR to cover <br />the project. <br />Chairperson Getty asked if the East Bay Regional Park people have ever <br />requested an EIR for the mobile home parks in the area. Mr. Harris <br />stated that Shadow Cliffs park wasn't at its current location when the <br />other mobile home parks were developed. He stated that the City staff <br />doesn't concur with the East Bay Regional Park Agency and takes the <br />position there would be no significant adverse impacts on the environ- <br />ment with the development of the proposed project. Chairperson Getty <br />said she agrees with staff's opinion. Mr. Harris further stated the <br />staff is recommending approval without provisions for 'affordability' or <br />the possibility of the project participating in the revenue mortgage bond <br />program. He stated he has toured the other mobile home parks in the <br />area and that they have streets which are two foot wider but they don't <br />have on-street parking. He said the subject development would probably <br />have some young families with children and, therefore, sidewalks are <br />necessary. He indicated that while on his tour of other areas he <br />found the developments to be aesthetically pleasing when they use <br />veneering, siding and shingle roofs. He indicated that regardless of <br />the action the Planning Commission takes, a separate action concerning <br />availability of sewers would have to be done by City Council at some <br />point. <br />Commissioner Lindsey asked the time schedule for the completion of <br />Pico Avenue. Mr. Warnick replied it would probably be completed in <br />about 18 months from now. Commissioner Jamieson asked if the develop- <br />ments viewed by Mr. Harris were for adults only. Mr. Harris responded <br />that he was not sure and said that Mr. Parrish can probably answer <br />the question. <br />Commissioner Doherty indicated he has also visited the San Jose project. <br />He stated he was impressed with that proposal as you do not get the <br />typical 'overhangs' and similar structures in an immobile home park. <br />Commissioner Wilson asked who would police parking in the proposed <br />development. Mr. Warnick explained that the City Council could enter <br />into an agreement with the property owners and then the Police Depart- <br />ment could issue citations. <br />The public hearing was opened. <br />Bill Hirst, 147 Bernal Avenue, represented the applicants. He said <br />they have spent many months with the City staff, architects, engineers <br />and others putting together this project. He said they feel very <br />strongly about having the project approved or denied so they can appeal <br />the decision to City Council. He said this would allow them to expedite <br />the process. He said he appreciates the Commission's concern with <br />the sewer capacities in the City. He said to approve the project would <br />put pressure on the City Council to make some decisions with this <br />regard. <br />-9- <br />
