Commissioner Wilson asked why this project is taking such few units into <br />the bonding program. Mr. Hirst indicated they are prepared to parti- <br />cipate in the bonding probram, but they have been advised by Dean Witter <br />that for the project to participate, over 10~ might have an adverse <br />effect in rating the bonds. <br />Ed Parrish, 2499 Westgate, San Jose, addressed the Commission. He <br />introduced the project engineers and architects. He said that Vaughn <br />Shahinian and Associates are experts in this type of development and <br />are here to answer any questions concerning the proposal. He thanked <br />the staff for the successful meetings they have had with them. He <br />indicated he had two comments with regard to the staff report. He <br />said he doesn't agree with condition #7. He said they would like to <br />plant two 15 gallon trees for streetscape and allow the homeowners to <br />landscape their property. Commissioner Lindsey asked if a length of time <br />was imposed on the homeowners in which to plant their landscaping. <br />Mr. Parrish indicated they have 90 days in which to do this. He <br />stated he also has a problem with the 6" curb. Mr. Harris stated that <br />this was meant to apply where parking areas abutted landscaping. Mr. <br />Harris also said a recreation vehicle storage yard was needed. <br />Commissioner Doherty asked how many square feet would have to be given <br />up for the RV storage area. Mr. Harris said about 8,000 sq. ft. would <br />be required. Commissioner Doherty said he is not sure one is needed <br />but did have concerns with the small area provided for the cabana. <br />Mr. Parrish rebutted stating that there is a club in the area, all <br />of the homes have garages, large yards and the homeowners don't spend <br />as much time in the recreational area as one would think. He said the <br />recreation area is 80 ft. deep and almost two-thirds the length of a <br />football field. He said if staff feels strongly about a recreational <br />parking area, lots 37 and 38 would be the logical location for it. <br />Chairperson Getty said this would make for a better project. <br />Mr. Parrish then presented slides for all to see. He said they even <br />stain the fences. He explained the decking and proposed landscaping <br />plan for the development. <br />After his presentation, Mr. Parrish passed out price comparison sheets <br />and other material. He urged that City fees be paid out of escrow as <br />the homes sell. He further stated that Pico Avenue will be extended <br />about the same time the development plans to be finished. In answer <br />to a question of Commissioner Jamieson, Mr. Parrish explained that all <br />plumbing is installed with energy saving devices. He said that in <br />Sunnyvale their project in that area sold out in eight days at 17-18~ <br />interest. He said the project will sell itself whether or not it is in <br />the bond program. He said his project is unique because the purchasers <br />will own their own lots. <br />Commissioner Jamieson said he had some big concerns with the project <br />because he could envision children playing in the street. He said he <br />talked to Ms. Weiskamp, as recommended by Mr. Parrish, and that the Police <br />and Fire Departments of Livermore had a great deal of concern because <br />of the narrow streets and lack of access. Mr. Parrish rebutted that <br />everything he looked at was 5, 6 or 8 ft. setbacks and that they have <br />worked with the Pleasanton staff and the Police and Fire Departments are <br />comfortable with the access.
